By summarizing and analyzing the existing research literature on the issue of "small table", this paper studies the Small table program in Hohhot, and uses the small table around BeiYuan Elementary School in Hohhot as a case study. The research method includes literature review, questionnaire-based surveys, observational studies, and face-to-face interviews. Through the field surveys, the current situation of the small table program is revealed, and the relevant problems are identified and analyzed, leading to the following research findings based on the field study and empirical investigation.The main research findings of this paper are as follows:The existence of the small table is in the need of social development in Hohhot and is necessary. We need to build and improve the regulations of the small table, and promote the management of the small table. Because of the busy schedule of local parents who cannot take care of their children, the mounting employment pressure of the low-income groups, and the lack of public education policy from the government, the existence and development of small table is conducive to meet the market demand, which in turn plays a vital role in the society.In order to improve the current status of the small table, this study tries to solve the realistic problems in the development process of the small table, and put forward effective solutions. At the same time, this will promote the long-term and orderly development of the small table, and enhance its educational functions and benefits for the people. I propose that the local education authorities, joined with the education institutions, the health bureaus, the ministry of industry and commerce, the tax department and other related departments, should set a series of management interim measures of the small table in accordance with the local characteristics; meanwhile, policy measures should be taken to fully mobilize the social resources and reasonably allocate educational resources in different districts. This cooperation between the central government, the local government, schools, parents, and the small table can eventually lead to the better operation and development of the local small table.
