Kindergarten admission is very difficult and the tuition is very expensive.Thisphenomenon is the current prominent problems of the people’s livelihood and socialequity."The National Long-term Education Reform and Development Plan (2010-2020)" is mentioned:"increasing government spending, improve the cost-sharingmechanism reasonable" This fully demonstrates that strengthening the study ofpreschool cost-sharing mechanism is urgency and important.Study used literature method, interview method, questionnaire investigation,case analysis, comparative study and other methods, on the basis of investment inhuman capital theory, the theory of public goods, education equity theory, the theoryof education cost-sharing, the current situation of kindergarten education cost sharingin Donghu district Nanchang city has been carried on the spot investigation. Researchaccounted for the cost of12kindergartens on Donghu district that are different officepark system and different quality grades. Paper analyzed the kindergarten educationfunding sources, through comparative analysis of nursery education funding sourcesin the proportion of the cost of education in kindergarten findings:(1) No matter whattype of kindergarten education funding comes mainly from families with youngchildren, the family is the main burden of the cost of kindergarten education.(2)Thefunding that government gives kindergartens is insufficient and the distributionstructure is unreasonable.(3) Kindergarten education cost sharing in all sectors ofsociety to support less and less cost-sharing community. Thus, Nanchangkindergarten education cost-sharing in general, presented the status of "family-led,government assistance, social forces missing".For the above situation, the paper analyzed the Jiangxi Provincial Governmentand all levels of urban residents on the basis of cost-sharing capabilities, and thenrefer to the successful experience of other countries and regions in the world, on areasonable construction of the kindergarten education system provides the followingcost-sharing measures and recommendations:(1) expand the supply of governmentpre-school education, which was included in the compulsory education system.(2)ensure that government cost-sharing of responsibility in preschool through legislation.(3) to encourage, support and guide social forces to participate in KindergartenEducation Cost Sharing.(4) the cost to the kindergarten standards as the basis todetermine the nursery fees.(5) financial investment to low-income people inclined to provide security system for low-income families with young children.(6) establish acentral, provincial and municipal levels of government financial allocation systempre-school related measures:(1) specification of DongHu District Nanchang Citykindergarten education cost accounting system.(2) promote the development ofmulti-direction toward preschool Nanchang Office Park system.
