The Suggestion Of Early Children Education Level Of Consumer Spending And Cost Sharing Policy Recommendations

With the further development of market economy, investment in early children education funding changes in the way, making early children education market spreading of this social phenomenon, but intensified. Led to the current early children education to privatization and industrialization of the more significant trend, coupled with the relevant national government departments and regulatory aspects of the policy is still not perfect, thus, the high cost of kindergartens, the family found it is difficult afford the child care pay more like the report after another. Makes the most of the children of ordinary families caught in the endless troubles and hardships among the early children education immediately produce cost-sharing problem.Therefore, this study was based on family spending on early children education and kindergarten in early children education level of investment and expenditure on the level of study, mainly in the literature, research methods to the level of consumer spending early children education and Hohhot Cost Sharing for the research on local families in the level of consumer spending on early children education and kindergarten in early children education investment and expenditure on the level of background research, based on the analysis of local early children education spending levels and cost-sharing exist problems and their causes, which made clear the nature of kindergartens, early children education, establishment of a government cost-sharing model-based and other relevant policy recommendations.This study includes the following sections:The first part is some issues, mainly on the topic of this paper cause, significance of the topic, and research. The second part is to study the design part, mainly on the purpose of this research, content, subjects, tools and research methods. The third part is the status of early children education part of consumer spending levels, including the family in the level of consumer spending on early children education and kindergarten in early children education investment and expenditure on the level of the status quo. The fourth part is by a local family in the level of consumer spending on early children education and kindergarten in early children education on the level of investment and expenditure on the basis of background research, summed up the level of the local early children education spending and cost sharing exist problems, and analyzes the reasons behind them, the survey found that:First, household consumption expenditure to more early children education has brought the family financial burden. The fifth part is the author of the China's national conditions and the relevant foreign experience, proposed cost-sharing to address local early children education policy recommendations, first of all, should be gradually introduced in the form of child care enrollment on tax policy proposals of financial assistance. Secondly, we must clear the nature of kindergartens, early children education, establishment of a government-based cost sharing model. Third, we must regulate early children education fees, and increase government regulation of their efforts. Finally, early children education to optimize the allocation of resources, the establishment of equal competition. Conclusion part, mainly for the content of this research and study summarized the results as a whole.
