In the era of rapid development of science and technology, high-tech products are coming out and upgrading which made the human society entered the electronic age. And the high-tech products get more and more popularity with people. Mobile phone as one of the representation, is also get the more and more attention of people. On the one hand, people can more easily use cell phones to communicate with each other, on the other hand, people involuntarily began to rely on mobile phones, and there have been some improper behaviors of mobile phone using. College students as a special group, they have a strong curiosity to new things, and have strong desires to the high-tech products, which is more serious in terms of mobile phone using. Nowadays, with the development of the mobile phone and its upgrading, mobile phones’ intelligent degree is higher and higher, and its function is becoming more and more powerful. Mobile phone has been no longer a simple communication tools which can be used to call up and send messages, to a great extent, it has become a high-tech product with multiple functions such as multimedia, games, network and so on. Mobile phone not only has brought great convenience to the college students’ study, work and life, but also become the most important carrier of meeting college students’ spiritual and cultural needs. College students are enjoying the convenience and spiritual and cultural needs’ meeting from mobile phones. At the same time, college students’ dependence on mobile phones are gradually stronger and stronger, and the college students who produced improper mobile phone’s using are more and more. College students as the social most intellectual elites and the future builders and successors of socialist modernization, whose inappropriate behavior of mobile phone using for a long time, will not only have bad effects on their normal study, work and life, but also is not conducive to their physical and mental healthy growth, even affect the future development of the motherland and the people in a certain extent. Therefore, college students’ improper cell phone using has become a social problem that deserves attention. And solving the problem of college students’ improper cell phone using is imminent.This paper based on the perspective of meeting college students’ spiritual and cultural needs, firstly analyzes the contacts between college students’ cell phone using and its spiritual and cultural needs’ meeting. Mobile phones are much more than a communication tools which can make a phone call or send text messages, it has become the important carrier of meeting the needs of college students’ spiritual and cultural. College students’ use of mobile phones not only can relieve themselves increasingly heavy academic pressure, meet the needs of its strong interpersonal communication, but also can meet the needs of their search information and make public individual character. On this basis, this paper constructed a evaluation criterion which can judge the propriety or impropriety of college students’ cell phone using. Secondly, through theoretical analysis and field investigation, this paper summarizes the contemporary college students’ manifestations of mobile phone improper using. College students show the using time is generally long in the process of cell phone using, the using occasion is casual, the consumption amount is relatively high and the phenomenon of reliance on mobile phones has become more and more obvious, which will not only affect college students’ learning knowledge, hindering their reality, limiting their leisure entertainment, but also harm their physical and mental health of college students, even kill their ideal faith. Then, this article through the college students, colleges and universities, peer groups, families and society to analyze the causes of the college students’ improper mobile phone using comprehensively and deeply. Finally, the article emphasizes that parting such as society, school, family and individual’s efforts to guide students to set up the correct view of mobile phone using, form a good behavioral habit of mobile phone using, aim at improving the current situation of the contemporary college students’ improper mobile phone using, urge college students to use a mobile phone healthily and reasonably.
