| Nowadays, knowledge develops rapidly. The scientific research in research-oriented universities not only cultivates high-level talents for China but also provides development impetus for universities in the era of innovation. The construction of local research-oriented universities in China starts late, which has confusing and incomplete performance in evaluation system of scientific research and lower research efficiency compared with research-oriented universities with better academic achievement. Therefore, it is an urgent problem for government and scholars to find a way to improve management of scientific research and to conduct effective performance evaluation, which can contribute to the rational allocation of resources and improve their academic development. Based on this, local research-oriented universities have to establish a scientific, reasonable and realistic performance evaluation system for scientific research according to their own situations.Based on the analysis of studies on performance evaluation of scientific research in universities at home and abroad, this thesis has defined local research-oriented universities and elaborated the role of new public management theory in the performance evaluation of higher education. Afterwards, it puts forward six fundamental principles on performance evaluation of scientific research and filtrate scientific research related indicators by referring to relevant research achievement along with the particularity of local research-oriented university. It ultimately comes into being an evaluation index system of scientific research conformed to the reality of local research-oriented university, including 2 first class indicators, 7 second class indicators and 26 third class indicators. Index weight is determined by experts and AHP. In the empirical study, five representative local research-oriented universities are selected as analytic target. The author has analyzed the data collected and proposed Constructive ideas and suggestions on performance evaluation to each university, then verify the rationality of performance evaluation of scientific research in local research-oriented universities.Put forward strategies on the performance evaluation to improving the level of scientific research management.Finally, the author discusses the breakthrough and shortcomings of this thesis and makes some suggestions and ideas for following studies. |
