The Research From Government Purchasing Perspective On Teacher-training Of The Physical Education Teacher From Traditional Sports Project Schools

Changes in the level of economic development and the social practice in recent years has put forward new requests to the management and service functions of government in our country. In the aspects of public service supply, changing the traditional way to offer public service, exploring diversified development in supply subjects and patterns of public service, so as to achieving better effect of public services,meeting the needs of the people has becoming a realistic tendency. As its recognized advantages,Government purchasing of public services has obtained rapid development and widespread application. In 2008, the State Sports General Administration and the Ministry of education began to offer teacher training services for National Traditional Sports Project Schools with the government purchasing way, which made a significant contribution to the development of sports teachers from Traditional Sports Project Schools, and also explored a new way to strengthen the innovation of social management,as well as improving the public services under the new situation.This article embarks from the government purchasing perspective, using of literature retrieval, questionnaire survey, case analysis and other research means to carry on the research of national physical education teacher training behavior for Traditional Sports Project Schools. Theoretically this article studied factors of the government purchasing behavior for physical education teacher from Traditional Sports Project Schools,which includes purchasing object, behavior undertaker, purchasing content,purchasing method,financial and performance management. Meanwhile, take the 2014 national centralized training class in Wuhan Sports Institute as the empirical research case, to practically analyzes the behavior effect. So as to get a comprehensive understanding of the purchase behavior from theoretical and practical aspects, As well as providing useful inspiration for the development of teacher training in Traditional Sports Project Schools,and feasible references for the improvement of public service providing of sports functional departments and other government departments.
