May 2011, the US Department of Education and the Department of Health and Human Services jointly issued a national grant competition program calls Race to the Top-Early Learning Challenge, referred RTT-ELC, which total investment up to $ 500 million. It is due to the Obama administration’s early aspirations to enhance the quality of education and in order to create a fair and high-quality early education in USA. In RTT-ELC, the establishment of the state Tiered Quality Rating and Improvement System referred TQRIS is a top priority. December 2011, as one of the winners in the first round of the RTT-ELC competition, Washington comply with federal requirements to build a Tiered Quality Rating and Improvement System of the state, known as the Early Achievers, referred EA. EA aims to establish a system of integrated early education resources statewide, helping to improve the educational quality of the early education institutions so as to support each child’s learning and development. This paper mainly uses literature study. on the basis of fully understand to the relevant information of Washington’s EA system, in order to explore the background, policy foundation and empirical evidence, content framework, implementation effect and system characteristics and so on of the Washington’s EA system. The analysis of the EA system offers some valuable advice on our preschool education quality assessment reform.This thesis is divided into five parts:The first part is introduction of this thesis, which describes the reasons for selecting this topic, key concept, research objectives and research methods, and reviews related literature.The second part mainly analyzes the background of EA system. First, the international community of the importance of early education on the formation of high degree of consensus, Washington should also take measures in a timely manner in order to promote the development of early childhood education; secondly, the early education policy of Obama administration push the state of Washington to build the EA system; thirdly, the actual demands of early education institutions to enhance educational quality in Washington State also makes an urgent need to build EA system.The third part mainly explains the basis for the state of Washington to build EA system. On the one hand, the federal government in RTT-ELC proposed six areas of policy requirements were specifically addressed; on the other hand, describes the results of field studies for the construction of the EA system.The fourth part mainly analyzes the content framework of EA system, including its specific objectives, quality grade, quality standards, evaluation procedures and methods, and describes the implementation effect of EA system.The fifth part mainly summarizes the main features of EA system.
