On January12009, the Chinese government announced a new performance relatedpay (PRP) to the compulsory schools and hoped this new salary system could increase theincome of teachers, stimulate the passion for working and contribute the professionalgrowth and development. However this policy appears a number of deviations in theprocess of working, for examples, the new big pot reduces portion of teachers’ workingpassion, the unfair of distribution between them. To an extent, all these reduced theteacher’s job performance. Based on the investigation of performance pay for teachers’professional development positive and negative impact analysis, the author tries to providea series of policy suggestions to improve the teacher performance pay.This dissertation mainly is divided into five parts:The first part is introduction. Mainly introduced the research purposes, researchsignificance of the selected topic, research ways and methods described also in thisdissertation. Related researches involving existing literature were reviewed. In addition, forthis dissertation, the author expressed the illustration of innovation and limitations asintrospective style exposition.In the second part, the author explained the definition of the performance related pay,teachers’ performance related pay, teachers’ professional development and teacherprofessional at the beginning. And then explained the incentive theory, human resourcetheory and the theory of teacher professional development. Finally, summarized thehistorical evolution of performance related pay system for teachers in China and analysisthe impact of performance pay for teachers.The third part we used to explain the results of using PRP by the talking with the HJiangsu Province compulsory school teachers and questionnaires to understand the status of implementation teacher merit pay, performance related pay and performance appraisaldistribution program.The fourth part describes the overview of the teachers’ professional development, andanalyzes the impact of performance related pay for teachers’ professional development ofboth positive and negative aspects. Mainly driven by the positive influence from thehigh-level structure of teacher education, teachers’ professional development actuationnormalization, class work to promote efficient and scientific management of the drivingschools elaborated. The negative influence mainly from the value of teachers’ work values"monetization", teachers work "Tools" and teachers’ personal development "utilitarian"three aspects to elaborate.The fifth part proposes suggestions to the primary and secondary school teachers’performance pay policy improvement. It includes the sound of the safeguards system, theschool who implements the policy should improve teacher performance evaluation anddistribution mechanisms, the teacher who is the development of the subject shouldestablish a correct concept of performance and strengthen their own professional practice.These favorable measures can make effective professional development to improve.
