Our existing in the pre-school services and other government functions andresponsibilities are not clear, between levels of government and the division of responsibilitiesunreasonable government departments, educational resources are not balanced, safe andeducational supervision system is imperfect, has been made the healthy development ofChina’s pre-school education institutional obstacles. With the development of comprehensivedeepening reform, continuing to promote financial and taxation system and education reform,the current management system of pre-school education is facing unprecedented challenges,reform is imperative. To promote educational equity, guarantee the quality of education, theGovernment should take up the responsibility of leading, the practical realization oftransformation of government functions, the opportunity for a major reform of something, andplay a good pre-service leader, providers, managers, protection and supervisors to providepublic welfare, inclusive pre-school services as the goal to ensure that every school-agechildren are educated, enjoy equal opportunities, and the process was fair and equitableoutcome of preschool education.This article first introduces the concept of pre-school education and property, in theframework of the theory of public goods, it is defined as a mixed public goods, or is highlynonprofit quasi-public goods. Therefore, the government can not shirk its responsibility in thepre-school services. Then the historical development of pre-school education in order, notedthe progress of education in China since the reform and opening up of the legislative workand pre-development status, including school size, financial situation and investment fundsare mainly public park and private garden development, etc. Noted that although the level ofdevelopment to improve pre-school education, but to promote a comprehensive deepeningreform, which has adapted to the new system are many contradictions, there are many marketsdo not, can not place the place, which the Chinese government to play a leadership role in thenew proposed challenge. Then analyzes the absence of government in the moment,pre-market intervention, the weak position and offside phenomenon. One problem: over theyears by collecting and collating data China National Statistics Yearbook, in cases wherepre-funding cases since2001of31provinces and an annual investment of nursery education funding, we can see that our country is still low amount of financial funding, in mostprovinces and municipalities at a low level. Once again, the legalprotection system for pre-investment of resources is not perfect.This paper describes the use of comparative analysis in the western developed countrygovernments in pre-school management and development practices through comparativeanalysis, to extract the experience or revelation for our reference. The Government proposesto strengthen the responsibility of several recommendations. Strengthen propaganda andguidance, to enhance public preschool concepts. Expand the scale of financial investment, theestablishment of a sound financial investment system. Improve the education cost-sharingmechanism put in the form of rich diversity, promote educational voucher subsidy mechanism,combined with cash and in-kind subsidies and government regulation, such as the formationof various forms of child care subsidy enrollment policy. Further increase financial input toestablish a public private joint development of a good situation. Establish and improve themanagement system of preschool education. Strengthen the central and provincialgovernments to co-ordinate the management of pre-school, pre-school co-ordinate the gradualestablishment of county government financial security system. Preschool strengthen legalconstruction, attention to pre-school legislation, establishing the legal status of pre-school,pre-school education as a separate type of education, and improve the existing "EducationLaw", and to study the development of "pre-law" to establish pre-school education legal statusof pre-school education to provide direct legal protection and economic security. Role of thegovernment’s efforts to protect persons, investment and the role of guide, the gradualestablishment of an equity-oriented, the government-led, community and the public toparticipate in the pre-school system.
