Research On Financial Investment Of Public Sports Service In China

In recent years,the Chinese government has gradually begun to attach importance to and increase the investment in public sports services.The evaluation and management of the scale,structure and efficiency of public sports service investment have gradually become a hot issue of concern to academic circles and government decision-making departments.At present,China's public sports service industry have developed rapidly,and the investment in various public sports services have been increasing.In particular,the scale of financial investment by the central and local governments have been increasing,and the public sports service industry in China has shown a thriving trend.However,China's sports financial management mechanism is imperfect,the management system is not perfect,the input structure is unreasonable,and the use of fiscal funds is not clear.It is increasingly prominent,which affects the development of public sports services in China to a certain extent,in order to comprehensively analyze and evaluate China's public sports services.This study is based on the scale,structure,efficiency and equalization of public investment in China's public sports service during the "Twelfth Five-Year Plan"period(2011-2015).and strive to comprehensively and objectively analyze the current state of public investment in public sports services in China.The specific research conclusions are as follows:First,The absolute scale of financial investment in public sports services in China is generally increasing year by year,but it does not form a stable growth mechanism.It has both growth and decline,and is greatly affected by the will of the government.Trends,the public investment in financial services accounted for the ratio of national fiscal expenditure to GDP decreased year by year.Compared with the financial expenditure of science,education,culture and health,China's public sports services accounted for the lowest proportion of financial investment,and it gradually declined.Second,The financial investment structure of public sports services in China is not reasonable,the local government's financial power and power are not matched,the central government's sports financial expenditure is less,the local government sports financial expenditure is too much;the per capita public sports service financial investment expenditure gap of each province,municipal,autonomous region and municipality directly under the central government Larger,Beijing's per capita sports expenditure in 2015 reached 103 yuan,while the lowest in Henan was only 7 yuan;the per capita sports expenditure in eastern China was the highest,followed by the northeast and the west,and the lowest was the central region;per capita sports in various regions in recent years In terms of business expenditure comparison,the western and central regions have gradually narrowed the gap with the eastern and northeast regions.Third,The overall efficiency,scale efficiency and technical efficiency of public investment in public sports services in China are generally low.Only 4 provinces are effective in terms of comprehensive efficiency and scale efficiency,and 13 provinces have achieved effective technical efficiency.From the perspective of scale return,the 26 provinces in the country are declining in scale returns,indicating that the overall output efficiency of public sports services in China is low.Especially in the developed areas of the east,the financial investment is more,but the output level is worrying,and the input and output levels do not match.From the perspective of regional comprehensive efficiency,the overall efficiency of financial investment in public sports services in central China is 0.876,which is in the leading position in the region,followed by 0.649 in the northeast,0.492 in the west,and 0.4835 in the east.Fourth,There are obvious regional differences in the allocation of financial input resources for public sports services in various provinces and municipalities.The average level of equalization of local government budget expenditures is the highest,indicating that the local government budget expenditures match the number of local populations the most;the level of social sports organizations equalization The level of equalization of sports expenditures ranks third.The number of newly added sports grounds and participating in national physical fitness monitoring ranks fourth and fifth,social sports instructors rank sixth,and the national physical quality monitoring stations have the lowest level of equalization;The large fluctuation of the Tyre index between the internal and regional areas is the main reason for the imbalance of public sports service investment in China.
