As a special type of public organization, universities carry their own organizational characteristics. And how to carry out proper performance management in different forms of organizations has become the focus and difficult problems of public management in China.In this thesis, the author defines the university organizations as public universities (invested by Liaoning province government public finance) and private universities (invested by social organization or individual investors) from a property-ownership perspective, based on the current situation of Liaoning province university organization’s form. And the author launches the investigation10undergraduate colleges and universities in the study of Liaoning Province ordinary undergraduate colleges and universities. And five of them are public ones and funded by Liaoning provincial government public finances, while the other five are private ones funded by community organizations or individuals.In this thesis, the author applies Balanced Scorecard method to study comparatively with the research hypotheses, organization performance evaluation index system construction, questionnaire design, the investigation object choice and the release of the questionnaire and recovery, the questionnaire check, scoring and distribution analysis, survey data analysis and processing problems, through the10sampled universities. The main conclusions are as follows:Firstly, the organizational performance of private universities is not lower than that of public universities;Secondly, the departments of higher education should attach great importance to the organizational performance evaluation and management of universities;Thirdly, both the private universities and public universities are required to improve organizational performance. Through the comparative study of organizational performance of private universities and public universities in Liaoning province, the author puts forward the following countermeasures: Firstly, the department of education in Liaoning Province should attach importance to the research on organizational performance evaluation and ranking;Secondly, the departments of education in Liaoning Province should be aware of that the public and private universities are in need of improvement of organizational performance;Thirdly, private and public universities in Liaoning province are required to solve common problems that influence the organizational performance;Finally, private and public universities in Liaoning province are required to solve the specific problems that influence the organizational performance respectively.This thesis includes five chapters. Among them:Chapter One:introduction. This chapter mainly introduces the research background, significance, domestic and foreign research literature review, research and research methods, lack of innovation and research and other issues.Chapter Two:the concepts and theoretical research related to the performance of public sector organizations. The author defines the main object and problems of the thesis. And on this basis, the author researches target management theory, performance management theory, the Balanced Scorecard method,360-degree performance appraisal method and other public sector organizations performance management theory and method.Chapter Three:the establishment of evaluation indexes system and data collection. The main contents of this chapter are:proposing of research hypotheses, the establishment of evaluation indexes system, collecting survey and so on. And this chapter also includes the questionnaire designing, objects selecting, questionnaire distributing and collecting, questionnaire checking, and scoring and distribution problems.Chapter Four:data analysis and research findings. In this chapter the author analyses the data and draws conclusions. In the data analysis, the author focuses on organizational performance and various types of colleges and universities total score and scores describe inference; and two types of sources of differences in universities organizational performance scores were analyzed; for students, teachers, administrators, staff evaluation results of the internal structure analysis; organizational performance based on samples in a college scores cluster analysis; two types of multiple choice questions colleges summarize and draw conclusions; also analyses common problems and the causes of two types of organizational performance of colleges and universities. Finally, the author proposes research prospects to further research on this thesis.Chapter Five: the countermeasures to improve organizational performance of the public and private universities in Liaoning Province. This chapter offers suggestions on Liaoning provincial government and education authorities on how to strengthen the work of university organizational performance management on the basis of empirical research. Meanwhile, the author also provides suggestions on how public and private universities in Liaoning Province can improve their organizational performance.The conclusion of the research in this thesis has a certain theoretical research value rand realistic guiding significance for Educational Administration Management Department of Liaoning province on enhancing the management of private and public universities in our province, solving the scarcity of educational resourcing Liaoning Province, improving supply capacity of the colleges and universities in Liaoning province, enriching public management and public organization theory.
