With the advent of globalization and knowledge economy, the competition among qualified personnel has become increasingly intense. In the case of universities and colleges, the cradle of senior personnel, competitiveness and overall strength is, to some extent, determined by the management adequacy of administration departments and competence of administrative personnel. Therefore, how to effectively improve working efficiency of administration departments has become a problem at the core of human resource management in universities and colleges. In academia, performance appraisal targeting administrative personnel or teaching staff is commonplace, but appraisal on the performance of administration departments in universities and colleges still lags behind in universities and colleges management.The paper employs Performance management theory and the theory of management by objectives. Through material collection and site interviews, the paper concludes and analyses the status quo of performance appraisal in universities and colleges in Guangxi, finding that the performance appraisal targeting administration departments of universities and colleges in Guangxi is a vacancy which consequently leads to poor efficiency of education management and the ignorance of performance appraisal. Systematic analysis of the reasons of the problem is conducted thereafter. In the following, the paper analyses the practice of stakeholders of administrative management in universities and colleges defining the subject of appraisal and formulating performance indicators by introducing balanced score card. This practice provides inspirational ideas for the design of public performance appraisal indicator system for universities and colleges in Guangxi in this paper. By combining general characteristics and individualities, the paper details "duty performance" into an independent appraisal indicator. Take S college as an example. By considering the reality, the paper establishes performance appraisal indicator system concerning specific departments and realistic appraisal procedure as well as the application of appraisal results.
