The construction of "a resource-conserving and environment-friendly society" isa basic national policy of the country.The12th five-year plan put forward new tasksand goals for green development and the two type society construction. Xi Jin pingcomrades put forward four revolution of energy,in the Sixth Meeting of CentralFinance Leading Group,which encludes energy technology revolution and put theenergy security to national strategy level. Colleges and universities are the importantsocial community, which consume a lot of energy resources, especially in the waterand electricity."Construct a conservation-oriented campus", as one of the nationaleducation development strategy, has been written to the national medium andlong-term education reform and development plan outline(2010-2020). Therefore,constructing a conservation-oriented Campus has become the important issue andurgent task in nowadays and future.According to the fact that the water and electricity have become the main energyconsumption in colleges and universities, This article analyzes the characteristics ofthe consumption of water and electricity and seriously waste in colleges anduniversities. From the definition and extension of the conservation-oriented campusreveals the main problems existing in the water and saving and energy saving ofcolleges and universities. What’s more, this paper through the deep analysis ofhydropower energy saving technology and the college application researches in present situation and problems, introduces the domestic advanced collegehydropower energy conservation technology application and research progress in thedeveloped countries hydropower energy saving and advanced ideas and technology,and the characteristic of energy saving and efficiency increasing of the Beijinguniversity-Beijing university of X a conservation-minded campus plan CWEconcrete application and practice of energy saving technology as a case study forfurther analysis. At last, the concrete countermeasures and measures of theapplication of the energy saving technology in the construction of the collegeeconomical campus are proposed, namely the colleges and universities shouldchange thinking,increasing investment in hydropower energy saving technologythrough economical campus construction,establish and improve the intelligenthydropower metering system and determine quantitative quota, building thehydropower operation monitor system and network monitoringplatform,implementation of hydropower energy saving facilities reconstruction andinstall new equipment, research application and extension of new hydropowerenergy saving technology and products,to promote and form the starting point of theenergy saving technology for energy conservation culture,so as to reduceunnecessary waste of water and electricity, make the use of hydropower moreefficient,and reduce the cost of running a university. At the same time, the authorthinks that all technical means are not the fundamental purpose, but to serve thepeople, water and electricity saving technology also applies for the construction of aconservation minded campus, its application is with the management and educationof energy conservation service to shape the social citizens of having energy-savingqualified, to create and achieve conservation oriented society.This paper discusses the application and popularization of hydropower energysaving technology in colleges and universities. Further expands the application of hydroelectric energy-saving technology research perspective, rich related content onhydroelectric energy-saving technology in colleges and universities in China. Thepromotion and application of hydropower and energy saving technology has becomethe inevitable choice of energy saving in colleges and universities.
