In recent years, a variety of practices and explorations of teachers’ jobrotation have been launched in compulsory education schools of our country.However, generally speaking, most of the present researches on teachers’ jobrotation focus on the problems and solution to the communication based on thebackground of dualistic structure and unbalanced compulsory education caused bythe factor of unbalanced arrangement of educational resources. Taking theexperience of district S of city Q for example, the thesis focuses on the problem inthe teachers’ rigid communication in cities with the background of basicallybalanced development in compulsory education. Furthermore, the causes ofdifficulties are analyzed through interior and exterior education, history and reality,structure and system. The solutions are put forward to set up and perfect thesystem of teachers’ job rotation in compulsory education and promote its balanceddevelopment.The thesis consists of four sections:The first section involves and defines four core concepts: teachers’communication, teachers’ rigid communication, urban teachers, the equality ofcompulsory education, so that the research contents are explicit.The second section analyzes the necessity and feasibility of teachers’ rigidcommunication in cities with the background of relatively balanced compulsoryeducation. The history of the teachers communication policy is summarized, andthe trend in development is predicted either; the necessity of teachers’ rigidcommunication in cities with the background of relatively balanced compulsoryeducation is analyzed by four aspects: prompting managing education by law,equal development, ways of teachers’ communication, and teachers’ professionaldevelopment; the feasibility of teachers’ rigid communication in cities with the background of relatively balanced compulsory education is analyzed by threeaspects: the legal basis, system and social environment.Taking the experience of the city Q and city S for example, the third sectionfocuses on the problem in the teachers’ rigid communication in cities with thebackground of basically balanced development in compulsory education. Thedifficulties and causes, which include system, policy and teachers’ mind, areresearched during the process of practice in the district S in the city Q to deal withthe situation and solve the problems.In the fourth section, the author puts forward three aspects of teachers’rigid communication: deepening the reform of personnel management to breakthrough the barriers of teachers’ rigid communication system; improving thescientific decision to ensure the healthy development of teachers’ rigidcommunication; optimizing policy implementation to improve the effect ofteachers’ rigid communication.
