The Research On The Cost-sharing Mechanism Of Jiangxi Higher Education Under The Perspective Of Education Fair

Education, which is the fundamental factor for a country to survive, with the constant improvement of its functions, has a far-reaching influence on politics,economy, society, culture and other aspects. Every country around the world has a common goal: to develop the education and get its positive externalization fully played. Under such circumstances, the higher education in China has developed vigorously in recent years. The number of college enrollments and students continues to increase. However, there is a concern behind that prosperity. The contradiction between insufficient educational funds and lager educational scale indicates the development of higher education in China is coming to the bottleneck period. The most direct and effective way to solve the problem is to implement multiplication of education financing channel, promoting the local government, family and society to contribute their own strength to solve the problem that the higher education in our country encounters, thus enabling the higher education in our country to develop sustainability and healthily.Based on the actual conditions of economy and the educational development in Jiangxi, this thesis analyzes the current cost-sharing situation of higher education in Jiangxi, and explores its existing problems from the aspects of government, student,school, society and so on. After that analysis, this thesis finds that the government funding is still the main source of the higher education funds in Jiangxi, which is increasing year by year and accounts for about 70% of the total. Meanwhile, the financial education funds has not reached 4% of the GDP, which is the provisions of our country, and has a larger scale compared to the educational level in the world.Besides, the tuition and fees payed by students and families account for 20% of the total and the society donation only accounts for 1%. All the findings show that the funding structure of higher education in Jiangxi is unreasonable and the funding channels are not enough and diversified. At the same time, when colleges in Jiangximake efforts to do the cost-sharing work, they do not consider geographical and economic differences between urban and rural areas, neither do they notice that the bearing ability of families to is limited. As a result, some children in the poor areas can only choose to drop out of school or give up on the enrollment in the face of high tuition and fees, thus causing unfair educational phenomena frequently. Therefore,when we share the cost of higher education, we should consider the regional economic development level, the government budget, social system and other factors,but the most important thing is to consider the bearing ability of the students’ families.In view of this, it is necessary for us to learn from the domestic and foreign research results and practical experience and optimize the cost-sharing mechanism of higher education in Jiangxi by perfecting the fair mechanism of higher education, increasing the government investment in higher education, etc..
