The Research On The Cost-sharing Of Higher Education For Its Problem And Policy

Under the background of higher education popularity, national finance burden on education become unbearable. Higher education cost-sharing policy arose in this condition. With the policy have being implemented; it has long been a hot issue of education field and social life. This paper expounds the higher education cost-sharing theory, analyses the historical and current cost sharing development, than points out the main cost sharing implementation problem, and puts forward the corresponding countermeasures and suggestions by referencing past researches.This article divides into five parts. The first part of this paper expounds the introduction section article expatiates the background, reviews the higher education cost-sharing about the research papers of literature, explains the thoughts and methods. The second part of the paper clearly defines category concepts of higher education, and introduces the three cost-sharing theoretical bases. Paper introduces the third part in detail, which is China’s higher education cost-sharing development course, adopted in recent years of education statistics.Through qualitative and quantitative methods analysis of government, individuals and families, enterprises and social donation three aspects subject the reality of the situation. Part four compared with the international standard, points out the deficiency of government investment funds, individual assumes the large proportion and social donated tuition slow development of various aspects specific problems. The fifth part proposes to increase investment of national investment, improve the personal sharing the cost consciousness and improve management mechanism of society and the enterprise actively donated funds policies.Finally, this paper points out the study conclusion of higher education cost-sharing. The governments should strengthen the investment, students and their families should play active initiative to improve cost-sharing consciousness, and universities will perfect financing mechanism, positive social funds to make up for raising funds shortage.
