Vocational education is an important part of the national education system, an important way to promote employment and re-employment and drive economic society’s development and transformation. At present, China has put the development of vocational education as the national strategy, and proposed to build the Chinese characteristics, world-class modern vocational education system.Mianyang, located in western China, is the only science and technology city that the Party Central Committee and the State Council approved, the central city of northwest of Chengdu-Chongqing Economic Zone.In the process of building Mianyang Science and Technology City, a large number of high-quality workers and highly skilled personnel are required in modern high-tech industries, advanced manufacturing, modern services, modern agriculture, which speed up the development of secondary vocational education, become the task of improving the quality of workers and building science and technology city into an urgent task.As a quasi-public goods, government plays a leading role in vocational education. At this stage, Mianyang government attaches great importance to the development of vocational education at all levels, but also carry out a lot of useful exploration.However, Mianyang’s secondary vocational education’s structure, quality, scale, efficiency and other aspects can not fully meet the needs of economic and social development. There are some issues in school conditions, institutional mechanisms need to be resolved.Under the guidance of the theory of new public management and quasi public goods, using the transformation of government’s funcitons in the managment of secondary vocational education in Mianyang as a case, this paper started from the scope of the government restructuring,supervision and management and security services in secondary vocational education’s reform and development, analysis and research government functions positioning and achievement in secondary vocational education management.On this basis, this paper put forward the suggestion and the effective way to transform the functions of government management in the secondary vocational education: first, ensure the security system supplying, management system improving, school-running system innovation to optimize the adjustment of the structure of secondary vocational education; Second, establish regulatory systems and standards, build supervision and evaluation system, standardize control measures and other ways to regulate the activities of secondary vocational education; Third, accelerate investment and guidance, fiscal funding, support services measures, build information service platform and other ways to protect the secondary vocational education to development healthy.
