Vocational education is an important part of our education system and an important way to promote social and economic development, promoting employment and improving people’s livelihood. Therefore, the development of secondary vocational education is an important foundation of strategic focus and education of our country’s economic and social development. Qujing City, Yunnan Province is an important industrial and commercial city, Yunnan Province, comprehensive strength ranks second, the rapid economic development of highly qualified skilled personnel requirements significantly, while secondary vocational education is to improve the human resource structure in Qujing, the supply of skilled personnel strong guarantee, but accompanied by the introduction of the rise of "high school", as well as institutions of higher learning enrollment policies, the development of secondary vocational schools has been severely affected, with Qujing municipal government of secondary vocational education is not enough emphasis on other factors, Secondary vocational education so proudly in an embarrassing situation. This paper attempts to clarify the current talent supply and demand situation in Qujing, Qujing municipal government to explore in-depth analysis of vocational education in the development process to fulfill the functions of the existing problems, the positive effect of foreign experience in vocational education in the development of national government to play a draw on this basis, combined with the city of Qujing specific local situation, put forward some suggestions to improve vocational education in Qujing city government functions:(1) changes in the concept of vocational education,(2) expand the financing channels of education,(3) promote faculty construction,(4) improve and implement the relevant laws and regulations,(5) to deepen the reform of vocational education system,(6) to improve the management system of vocational education.In this paper, a detailed analysis of Qujing City as an example Qujing vocational secondary education status quo, problems faced and proposed countermeasures. The introduction describes in detail the purpose and significance of the research in this article, as well as domestic and international literature review research ideas and research methods of the paper. The first chapter introduces the concepts and elaborate theoretical basis for the development of science in secondary vocational education. The second chapter Qujing demand and supply of skilled personnel for analysis discussed. The third chapter describes the positive behavior of secondary vocational education in Qujing City Government’s development process, as well as the performance of the functions of government at the problems. The fourth chapter draws on the experience of foreign countries in the development of vocational education; chapter combines the specific circumstances of Qujing City, proposes to improve vocational education government functions suggestions.
