Multiple-streams Model For Postgraduates’ Funding In China

As the important part in postgraduate cultivation system reform in China, the establishment and improvement of postgraduate scholarship and grants system are not only the basic works in entire reform, but also the precondition for postgraduate cultivation quality and the key point in ensuring fair, realizing regulations and optimize structure. Therefore, establishment an effective postgraduate scholarship and grants system is of vital importance in promoting postgraduate cultivation system reformAccording to the problems, policies, political streams of multiple-streams methods, this paper analyzes the postgraduate scholarship and grants system in China and finds the shortage in formulating process of postgraduate scholarship and grants system and the incomplete open-up policy window. The reasons are lack of postgraduate scholarship overall level, single sources of higher learning and shortage of supervision system. Aiming at the shortage of postgraduate scholarship and grants system and by virtue of US postgraduate scholarship and grants system, this paper concludes the trend and features of the system reform and provides suggestions for the formulating of postgraduate scholarship and grants system. Such as: the dialysis of every aspect of scholarship and grants system is the breakthrough in analyzing problem stream and the preference for system is the main impetus for starting policy window. Combined with the current condition of postgraduate education development, this paper put forward the way of improving postgraduate scholarship and grants system from aspects of government, enterprise, public and institutions of higher learning.This paper is divided into five parts.The first part expounds research background, target and significance, summarizes the domestic and foreign research literature and defines relevant concepts as well as put forward research thoughts and methods.The second part introduces the multiple-streams from the aspects of academic background, theoretical foundation, constitute parts and points out that multiple-streams method has a strong explanatory force for postgraduate scholarship and grants system in ChinaThe third part adopts the multiple-streams method to analyze the postgraduate scholarship and grants system in China from the aspects of problem stream, political stream, policy stream and starting of policy window.The fourth part illustrates the development trend and features by virtue of successful experience of US postgraduate scholarship and grants system, giving enlightenment for postgraduate scholarship and grants system of our country.The fifth part put forward the optimized strategies for postgraduate scholarship and grants system according the current development of the system.
