As scarce educational resource with important strategic orientation,the national scholarship for postgraduates aims at developing postgraduate education with Chinese characteristics and serving the strategic needs of national human resources at the national level,improving the quality of running postgraduate schools and producing more scientific research results at the university level,and focusing on scientific research innovation on the basis of encouraging postgraduates to study hard and promoting their all-round development at the personal level.The evaluation of national scholarship is a concrete mean to implement the system.The evaluation is managed effectively,so as to complete the evaluation work efficiently and effectively,achieve the objectives of the review organization,and make full use of 3% of national scholarship for postgraduate to inject strong impetus into improving the quality of postgraduate education in ethnic areas,and fully enhance the benefits of scholarships.The management of national scholarship evaluation for master’s degree students is to examine the evaluation of national scholarship for master’s degree students from the perspective of management,which should have two meanings.The first meaning is that the evaluation of national scholarship for master’s degree is the final activity of the implementation of national scholarship system for master’s degree students,which belongs to an object of organizational affairs management in colleges and universities and needs to be managed.The second meaning is that appraisal practice is a collection of a series of procedures,involving various organizational resources.Appraisal management is a series of activities including planning,organizing,coordinating and controlling the national scholarships and resources for master’s degree students owned by university organizations,with the aim of achieving the appraisal organization goals in an efficient and effective way.Evaluation management mainly focuses on perfecting system design,standardizing evaluation process,strengthening value guidance,strengthening post-evaluation supervision and education,and so on.In this paper,from the perspective of national scholarship evaluation management for master’s degree students,the full-time national scholarship evaluation for master’s degree students is taken as the research object,and A university,a local university in Guangxi,is taken as the case study sample,and taking social governance system theory,incentive theory and attribution theory as theoretical guidance,this paper adopts the methods of literature research,text analysis and investigation research to carry out research.Based on the operational dilemma of national scholarship evaluation for postgraduates in A University,this paper explores the present situation of national scholarship evaluation for postgraduates in local universities in Guang Xi,examines and summarizes the existing problems in national scholarship evaluation for postgraduates in local universities in Guang Xi on the basis of factual basis,and makes reasonable attribution.Finally,it puts forward some countermeasures and suggestions to improve the evaluation work.Through the overall discussion of the evaluation work in the sense of management,local universities will pay more attention to the value orientation of national scholarship incentive and education,further improve the evaluation work of national scholarship for master students,fully realize the effect of scientific research and education,and improve the overall quality of graduate education.First of all,based on text analysis,this paper generally grasps the essential elements of the national scholarship evaluation practice for master students from four aspects: the organization of the evaluation,the detailed rules of the evaluation system,the main process of the evaluation and the main mechanism of the evaluation,which is the management content and object of this study.Secondly,A university is selected for case investigation,and the survey results are statistically analyzed from six aspects: the basic situation of the survey object,the response of postgraduates to the national scholarship system,the postgraduates’ cognition of the national scholarship evaluation rules,the postgraduates’ evaluation of the national scholarship evaluation process,the final implementation effect of the national scholarship for postgraduates,and the differences of other classification indicators in the evaluation implementation effect.Thirdly,it summarizes the main problems existing in the evaluation of national scholarships for postgraduates in Guang Xi local universities.1.The evaluation rules are not scientific enough,which brings some negative effects.2.The evaluation process is not standardized enough,which reduces the satisfaction degree.3.The related mechanism is not perfect,which reduces the effectiveness of incentives.4.The evaluation results are not significant enough,and the effect of stimulating and educating people is not fully exerted.Then,the main causes of the problems are deeply analyzed.1.The comprehensive performance of postgraduates has its own characteristics,and it is difficult to coordinate the weights of detailed rules.2.The evaluation organization has a heavy task,emphasizing the evaluation efficiency and neglecting the effect.3.Universities have failed to formulate a clear management mechanism,and colleges only rely on self-exploration.4.The relevant
