According to the development strategy of the new urbanization promotion put forward in the 18 th National Congress of the CPC, "National New Urbanization Planning(2014-2020)" issued by the State Council,proposed that our country should go a path of New Urbanization characterized by five core connotations, that is, "people-oriented, four modernization synchronization, optimization of layout, ecological civilization, cultural heritage",which makes new requirements for the future development of our country’s urban and rural community education.Advance of new urbanization is subject to various infrastructure development and obstacles, like the unbalanced regional development between urban and rural areas,while the hierarchical and non-synchronous development status quo of community education in urban and rural areas is one of the most important constraints. Therefore, formulating and implementing the strategies of the integrative development of urban and rural community education and promoting community residents` lifelong, comprehensive and citizenization development, will contribute significantly to the human capital development, reserve and use under the jurisdiction, thereby promoting the new urbanization with Chinese characteristics to develop Comprehensively and soundly.The five core theories of new urbanization is as the pointer and the hierarchical development of community education in Ningbo is as a starting point. According to the integration development indicators of urban and rural community education that has been made in advance,from four dimensions,that is "resource integration", "opportunity integration", "structure integration", "quality integration", the paper conducts realistic analysis of the survey result on the four regions which are at different stages of community development, so as to tease out the basic framework and causes of the current hierarchical development in urban and rural community education,and strive to make promotion strategies on the integrative development of urban and rural community education that is in line with the New Urbanization development strategy, which is the gist of this paper.This paper consists of the following five major parts:The first part is the introduction.As the logical starting point of the study, the keynote of the research questions are put forward mainly based on the existing policies horizon and practical background,to explore the practical significance and theoretical value of the research. And then through the definition of the related concepts, namely, New Urbanization,community education,integrative development,and through tracing and analyzing the existing research results in three aspects,i.e.,community education,New Urbanization and community education,New Urbanization and the integrative development of community education,to find out the breakthrough, research route and research methods.The second part is the theoretical basis of the study. This part is mainly from three perspectives, that is, sociology, pedagogy, economics and respectively from education equity theory, civilian education theory, regional development theory, to find a more appropriate theoretical context for the research on the integrative development of community education under New Urbanization, hoping to obtain academic support to the research from the relevant theories.The third part is about the survey and analysis.The four areas selected are different types of urban and rural communities under Ningbo`s urbanization,i.e.rural community, small town community, urban and rural joint community, urban community.According to the survey, the overall development of the four area`s community education present four corresponding models,namely center school radiation model, group collaboration model, standardization-leading model, regional integration model. And the paper further explores the underlying causes for the different types of models, especially for the existing development gradient.The comparative analysis is mainly made from following aspects:the degree of hardware standardization construction, the degree of community education funding`s availability,the standardization degree of community education team,the institutionalization degree of community education, the implementation degree of supervision and evaluation, the integrity degree of publicity carrier, the degree of connotation development by research, the training people and curriculum system.The fourth part is the formulation of strategies. Based on the analysis of research results, the strategies on the integrative development of Ningbo community education under New Urbanization are proposed according to the reform and innovation in nine aspects,that is,to improve the leadership and coordination mechanism,to implement the system guarantee mechanism,to ensure the financing mechanism, to strengthen the resource integration mechanism, to complete the research-leading mechanism,to attach importance to team-building mechanism, to enhance the curriculum development mechanism,to build the evaluation and incentive mechanism, to introduce the public opinion guiding mechanism.The fifth part is the conclusion. It is a reflection of the study, which not only noted that the innovation of this study, but also objectively face shortages that exist throughout the whole course of the study.The subsequent research is prospected.
