The 18 th National Congress of the Communist Party of China emphasized that the new type of urbanization is a “people-oriented urbanization”-based road,and its main purpose is to realize the transformation of the population from farmers to citizens.The rural-to-non-community is the result of urbanization,which is a special household registration phenomenon.The community is a basic component of society,and the development of the community has a positive effect on the new urbanization process.Community education is characterized by full-featured,full-time and comprehensive nature.It is an educational form that can achieve lifelong learning for all and promotes community development.Therefore,in the context of new urbanization,community education must be vigorously developed to improve the quality of the population and promote the all-round development of people.As a typical rural-to-non-community community,Xigao Community of Baoding City has made outstanding achievements in community education and has a certain exemplary role.Therefore,the study of the Xigao Community as a case can be useful for guiding the development of community education in rural areas.Based on the theory of re-socialization,the theory of needs hierarchy,the theory of lifelong education and the theory of human capital,this paper takes case study method,interview method and participation observation method as the main research methods to study the characteristics of Xigao community education development and analyze its development.status.This paper designs strategically from four aspects: government departments,Xigao community,social atmosphere and community residents,in order to solve the problems in the development of Xigao community education and provide guidance for similar rural-to-non-community education development.This article is divided into six chapters.The first chapter is the introduction part,which mainly explains and elaborates from the origin of research,research purpose,research significance,research status,research design and research focus,difficulty and innovation.The second chapter is the concept definition and theoretical basis.It mainly defines the three concepts of community education,rural-to-non-community and new-type urbanization,and combines re-socialization theory,needs level theory,lifelong education theory and human capital theory with the development of Xigao community education.The third chapter interprets the development process of Xigao community and its community education,and divides its development process into the initial exploration period,the squatting period and the progressive period,and carries out the stages from economic,cultural and educational aspects.Interpretation.The fourth chapter investigates the current situation of Xigao community education and teaching.It mainly analyzes the residents' participation,community education curriculum and community education teachers,and summarizes the achievements and problems of Xigao community education in teaching.The fifth chapter investigates the current situation of Xigao community education management,mainly from the three aspects of community education managers,community education guarantee mechanism and community education resources,summarizing the achievements and problems of community education management.The sixth chapter designs the development strategy of Xigao community education,and gives suggestions from government departments,Xigao community,social atmosphere and community residents.
