With the continuous expansion and popularization of information technology applications in education field,the information technology spawned a series of new things just like MOOC(Massive Open Online Courses) 、 Microlecture 、 Public Network Class, etc., which become tide gradually. Teaching form assisted by educational technology is also changed from "Excellent Course" just like film production towards "NRBC(Normalized Recording and Broadcasting Classroom)" which self-generated without human intervention.There is still a long way to go for deep level research and application of China’s NRBC which is still at the start-up stage. However, since NRBC has already displayed the strong superiority and vitalities in recent years, it has got vigorously support by the education administrative departments,the ardent expectations of teachers and students,and frenzy of research and development company.When NRBC first appear, it just caught up with the popular of different types of mobile intelligent terminals, which is promoted by wireless mobile network. The practical problems faced are that mobile intelligent terminal produced by different vendors had different interface style, different software platform, different programming language, different interactive interface, etc. If we want to use the same study resource, we must consider how to solve the incompatibility problems cause by diversity of hardware and system.Therefore, a unified cross-platform mobile learning resources management strategy need to be studied urgently, cross-platform technology is the major research route to achieve the practicality and usefulness of network curriculum resource’s transmission.According to the actual demand of teaching reform in our country and the technology development, combined with domestic and foreign research results, this article makes an in-depth study on cross-platform technology strategy and design routing of NRBC. Then, it makes theoretical definitions on the concepts, relative objects, and carrier contents of NRBC. Based on the research of original NRBC, it completes the design and evaluation of cross-platform NRBC through the establishment of the holographic web site and cross-platform. Finally, through the study and exploring of these issues on a practical level, it meets the actual demand of education reform trend, such as personal mobile learning, independent learning and so on.Using theory exploring, needs analysis, functional design, actual development and experimental evaluation as the main line and with the auxiliary teaching and serving student as the research purposes, NRBC should be thoroughly applied to practical teaching. The aim of this article is to make NRBC obtain sustainable development in the cross platform technology and adapt to the new technology trends, such as mobile network popularized, many kinds of intelligent terminal coexistence and so on.
