The Chinese officially issued 4G licenses on December 4, 2013. Furthermore, the continuous expansion of 4G, the rapid development of mobile network industry and the popularization of intelligent mobile phone, tablet computer and wearable equipment make the cost of wireless network access cheaper and more convenience, which has changed the mobile learning environment. The change based on wireless network has also resulted in the behavior of mobile learner from the former “on-line” into “always online”.Therefore, the relevant factors of mobile learning, which is represented by mobile learning patterns, resources and systems, have to change correspondingly to greatly improve mobile learning environment, the efficiency of mobile learning and enhance the performance of 4G wireless networks.However, there are some defects in the original mobile learning environment. First, students are still in a passive learning state. Students are lack of interests, very tired of learning patterns and feel a heavy burden of homework in school learning. Second, we are lack of interaction in the classroom. The "spoon feeding" education, which uses the teaching measures of the projection or the blackboard, is difficult to bring the students’ interests in learning and is prone to fatigue. Third, the distribution of resources is badly uneven. The students’ learning environment is notorious, which we are lack of excellent teachers, excellent learning courseware and other teaching materials. Fourth, the teachers are difficult to share their heavy teaching tasks, which undertake a large number of lessons, homework correction, papers correction and blackboard-writing. Last, school and home are difficult to communicate with each other. On one hand, school can hardly establish the record of the learning process; one the other hand, the parents can hardly understand the children’s learning and effective assistant learning.The author has studied the application of wireless network technology in the mobile learning systems, which are base on the existing structure, theory and design method. We study the innovation in application systems in the 4G mobile communication technology and we improve intelligent terminal equipment performance and partly solve the existing problems in the mobile learning system. The paper considers the design of experiment system of mobile learning. On the Internet, we design the experiment system of mobile learning and verify its feasibility, effectiveness, and practicality. We can use the experiment system to improve the architecture of mobile learning system, optimize the application of mobile learning system and enhance efficiency in the system. We can improve students’ learning initiative, strengthen the interactive in the classroom, improve the uneven distribution of resources, improving students extracurricular participation, strengthen the parents understand the students extracurricular autonomous learning situation.Last but not the least, the author analyzes the contributions, shortcomings, and make the research prospect on the subsequent research.
