With the development of science and technology, the network information technology has been applied more and more widely, and thus data network has become an indispensable part of informationalization of university research management. In the era of rapid innovation in science and technology information, network management has become an important scientific management approach. Therefore, it is essential to make full use of computer and network technology, establish a powerful database, use scientific network management, and thus replacing the time and energy-consuming traditional management of manual statistics and manual entry, breaking through the time and space constraints, and making it possible to share scientific information resources and enhance the interaction between researchers and research managers. Research network management can greatly improve office-management efficiency, promote the overall university research level. Therefore, it is vital to make full use of computer science technology and information network technology for the construction of university research management information platform.This paper is aimed at the construction of scientific research management information based on the author knowledge and experience in this field. The paper is making a comprehensive analysis on defects of traditional management which is confined to the simple ways of processing and dealing with statistics. The paper explores the implementation of scientific research management information platform, proposes the establishment of a database of information resources network and the development of university research management information system, and the application in Zhuhai College of Jilin University.Firstly, the writer consults a large number of relevant literature and understood that scientific information platform construction is an essential part of exploring and applying the theory and methodology of Construction Management Information System of Scientific Research, and it is a natural trend for the development of science and research in universities. The writer makes a comprehensive analysis on the status quo for some university scientific research management information system and sums up some common features of university research management informationalization. Then the paper conducts an in-depth analysis and research on institutional defects and issues of university research management informationalization, research and resource optimization management, efficiency of scientific data evaluation. The construction of scientific research management system mainly applies the NET development platform, providing a convenient development and application program and ideal graphics integrated development environment. It adopts Java programming language to realize the separation of foreground procedures and background logic, making maintenance more convenient and simple.SQL Server 2005 database technology is applied so that the language is concise, and it is easy to use, multi-functional, secure and confidential. It analyzes the needs of information platform construction of B / S structure, and the demands of software from different aspects:clients, presentation, business, integration and resource From the information collection, information organization, spatial data management, users communication, strategic management and other functions. It researches the framework for the system in terms of organization and decision. The space relationship, links between different tables and information searching method and convenience of sharing are discussed in terms of office operations, personnel management, project and results management, intellectual property management, academic exchange management, research award and management functions. The paper then researches and designs the module of the research management informationalization system and establishes a powerful database system platform and database resource.
