Research In Policy On Development Of Community Education In Shanghai

In recent years, lifelong education has become part of our life. As one big component part of lifelong education, community education has been more and more known for people. While as the increasing attention from the Ministry of Education and the Shanghai Education Commission, especially vigorously support at the policy level, community Education in Shanghai has achieved rapid development. This article aims to review and summarize the policies which were brought out in recent years that had promoted the development and expansion of community schools by means of history review and analysis of the current situation, and analyze the process of the policy changes in different periods of time. In this way we can learn some lessons and raise awareness and understanding of the importance of policy formulation and implementation on community education.Besides that, this article has conducted an investigation on the status of the implementation of policies to further verify the scientificity and operability of the existing policies. We mainly investigate the situation of the implementation of polcies in ways of questionnaire and interview. In the questionnaire, we mainly make analysis through the satisfaction of the students in community school, so that we hope to investigate the status of the implementation of policies. While in the interview, we mainly choose the managers and headmasters. Through their feedbacks, we found out many problems most of which were caused by bad implementation of policies in community schools.Through the investigation, we hope we can discover some problems encountered in the development of community schools, and then analyze whether the causes are deep in the policy itself or in the implementation of the policy, and then we can make some advice from the policy level.
