To promote the integration of education in urban and rural areas so that each child can enjoy fair and quality education requires the construction of a large number of rural teachers with a reasonable structure and high overall quality.The state has promulgated the "Rural Teacher Support Plan(2015-2020)" and has implemented effective measures in eight aspects to support the construction of rural teachers and promote the development of rural education.The realization of policy functions depends on effective policy implementation.The effectiveness of the policy is determined by the effectiveness of the "Rural Teacher Support Plan(2015-2020)" in the "last mile" of the policy-the county.This article takes historical analysis and field investigation as the main research methods,and forms triangular mutual evidences through the specific methods of observation,interviews,and questionnaire surveys to ensure that the obtained information is true and effective,and thus obtains specific conditions for implementation of rural teachers' support policies in N counties.In accordance with the requirements of the national,provincial,and municipal rural teacher support programs,N County has formulated the local village teacher support policy in combination with the actual conditions in the region,and established a"policy community" composed of education,finance,personnel,and other departments under the unified leadership of the county government to Improve the effective implementation of policies.The study found that the implementation of rural teachers'support policies in N counties has effectively promoted the construction of rural teachers in this county and achieved relatively significant results.At the same time,the implementation of rural teachers' support policies in N counties is also faced with implementation difficulties and problems that need to be solved urgently:rural teachers are difficult to participate in policy planning,policy measures are not targeted to affect the effect of policy implementation,policy implementation is lack of policy publicity,rural teachers policy The sense of identity was low;the "policy community" composed of education,finance,and establishment departments did not establish a coordination and cooperation mechanism,resulting in slow implementation of the policy;the executive enthusiasm of the implementation of the main body policy was not high,and even appeared in disguised form.Through the conflict and fuzzy model analysis of Martland,this study believes that the rural teacher support policy has the characteristics of low ambiguity and high conflict,and it is applicable to the political execution model.However,many problems in the implementation of rural teachers' support policies in N counties lie in the lack of The power necessary for the political implementation model dominates the mandatory mechanism that promotes policy implementation,resulting in poor policy implementation.Based on the current status of policy implementation,combined with the policy implementation theories of the third generation policy,Wendt's policy planning process and implementation results theories,policy implementation dynamics and integration perspectives are adopted.From the policy planning process and the implementation of the two phases of mutual integration,county-level rural teacher support is proposed.Policy implementation effectiveness promotion strategies and recommendations:Extend the participation of rural teachers in policy planning,and accurately support the construction of rural teachers;Increase investment in policy resources to increase the enthusiasm for the implementation of county rural teachers'support policies;Strengthen policy advocacy and guidance,and increase policy recognition of rural teachers.Support;establish a mechanism for communication and coordination among organizations,enhance the effective implementation capacity of the "policy community";enhance the quality of policy implementation of grass-roots officials,and promote the effective implementation of rural teachers' support policies.
