In recent years, the problems on the management of unregistered teachers are increasingly prominent. Due to the system, the non permanent staff always cannot enter the institutions of wages and social security system. Problems such as unequal pay for equal work, nonstandard social insurance, low occupation identity, limited promotion space, high staff turnover rate, job insecurity, and rights that are not guaranteed exist abundantly. In order to better protect the rights of the temporarily employed teachers, how to manage them becomes a quite important subject.In the first, the writer elaborates the relevant theories of temporarily employed teachers. The writer will define the concepts of the higher school, unregistered, teacher and unregistered teachers in this part, and give a preliminary introduction to the connotation and extension, the background and development, the characteristics, the relationship, the specific classification of these concepts together with related management theory and foreign experience, in order to define the scope of the study, clear the research direction, and lay a good foundation for the further research.The secondly, the writer analyzes the problems and causes arising during the unregistered teacher management in higher school. Through the questionnaire, interviews, and charts, the writer exposes the problems arising the unregistered teacher management, including unequal pay for equal work, nonstandard social insurance, low occupation identity, limited promotion space, high staff turnover rate, job insecurity, and rights that are not guaranteed, and analyzes these problems one by one, and then help better solve the problem. The thirdly, the writer proposes the countermeasures for the management problems of “unregistered teachers”.This part is the main content of this article. After analyzing the related problems, combining with the present Chinese management situation, the writer puts forward advice for the improvement of present "unregistered teachers" management situation from aspects such as recruitment and training, equal pay for equal work, evaluation and selection, security benefits, union supervision,prior law popularization and afterwards relief of multiple aspects, and clear the scope of the responsibility of public power, universities and individuals these this parties, then help better solve the problem.The last, about conclusions and prospects for the future.This article proceeds from the present situation of the unregistered teachers management in higher school, firmly grasps the people-oriented management philosophy, investigates and analyzes the problem by means of questionnaires and individual interviews etc., finds out theexisting problems in the process of unregistered teacher management in higher school, lays foundation for the discussion of countermeasures, and then puts forward an effective solution for the problems. The writer expects to provide reference to solve related problems in major colleges and universities taking A University as the representative.
