Education, as an international people’s livelihood matter, is important for both personal and national development. The compensation education which was originated in the U.S.A, is designed to provide modified or additional educational service for families or children who are in the disadvantageous position or with disabilities in the economic, cultural and physical, and to make sure that all kids have equal development space. Due to the natural conditions and historical factors in minority areas, education development is relatively backward. There are still many shortcomings in compensation education that our Party and government take into effort in minority areas. Therefore, government who take the main responsibility must fulfill its responsibilities and ensure the implementation of the compensation education.The paper, according to the actual needs of the research, mainly uses the literature research, comparative analysis and field survey methods to analysis Aba Prefecture’s compensatory education development and the responsibilities that government is performing, combined with the current situation of domestic and foreign governments’ implementation of compensation education in ethnic minority areas and its inspiration, discuss and put forward the proposal for the government of Aba Prefecture when implement compensation education.The full text is divided into five chapters, the first chapter put forward the research background information, research significance and research ideas and methods; the second chapter proposed the core concepts and research of theory; the third chapter analysis the domestic and foreign governments’ implementation of compensation education in ethnic minority areas and its inspiration; the fourth chapter analysis the Aba compensatory education development and the responsibility of government to fulfill at present; the fifth chapter put forward the proposal for the government of Aba Prefecture when implement compensation education.Study found the problems when Aba Prefecture’s government implement the responsibility of compensation education:its performance in the implementation of the compensation benefit is rather small, the effort is not enough, the pattern is monotonous and so forth, eventually leading to the implementation of the compensation education effort is not obvious, and the level of the whole education has lagged behind. Methods, including establish and improve compensation education laws and regulations, formulate a scientific compensation scheme, encourage to variety the way of compensating, increase the input of compensation education and encourage social forces to participate in etc., has been put forward into it.The phenomenon that Aba Tibetan and Qiang Autonomous Prefecture Government’s Compensation education lack of responsibility is universal in the development of education in ethnic minority areas, the proposal which has been put forward in this text will help to promote the integration and development of related disciplines,and improve the government public management level and social equity, and also can help to promote the local economy and culture of rapid development and social stability and prosperity.
