Information technology is widely applied in the field of education, but it can’t cause a fundamental change of education. Only the mutual fusion of information technology and instruction can optimize the structure of classroom instruction, and cause a fundamental change of education. The mutual fusion is the ultimate goal of education informatization development in China. However, education informatization in China only reaches the phase of application integration. There is a big gap between integration and comprehensive fusion. Interactive whiteboards is the most effective tool to promote innovation and development of education informatization. Interactive whiteboards already basically popularized in middle and primary school classes. The application of interactive whiteboards is still in the stage of start fusion, and there is a certain gap from further fusion. Under the background of growing maturity about interactive whiteboards application research, this study built an evaluation index system on interactive whiteboards classroom instruction. The paper discussed how to fuse from the point of evaluation.First, the research sorted through the literature about interactive whiteboards and information-based classroom instruction evaluation. Then the evaluation system was divided into five dimensions, including students, teachers, teaching design, teaching process and teaching environment. This study further analyze the literature about the fusion of interactive whiteboards and instruction, then the research had deep knowledge of it’s t present situation and characteristics. On this basis, the study consulted the specific indicators on relevant assessment and the characteristics of interactive whiteboards and instruction. Finally the evaluation index system was initially built up and the first Delphi questionnaire was drawn up. The questionnaire contains 5 evaluation indexes in the first hierarchy,19 in the second, and 66 in the third.Delphi Method was applied to confirm the indexes. The study performed two expert consultations. The writer checked the consistency through quantitative analysis and qualitative analysis. Eventually the study determined the evaluation index system of interactive whiteboards classroom instruction, including 3 first-level indicators about teaching design, teaching process, teaching environment,13 secondary indicators and 35 specific index connotations.Then the writer designed the questionnaire of weight coefficient. After the issuance and recovery, expert opinions were typed in the yaahp0.6.0 software. The writer checked all the inconsistencies, and fix them. According to the collected data, the paper used the software of yaahp0.6.0 to calculate the weight coefficient of level indicators and secondary indicators. Finally the study used the arithmetic average to calculate the weight of level indicators and the initial weight of secondary indicators, then multiplied the initial weight of secondary indicators by the weight of level indicators to get the weight coefficient. After completing the above work, in the section of results and discussion, this study gave the final evaluation index system of interactive whiteboards classroom instruction (equipped with weight and evaluation grade). The research made the sequences of the importance of first-level indexes and second-level indexes, and reduced system error further verified its scientificity with the analysis of expert interview results.
