Innovation has been vital to support China’s future economic development, patent is one of its manifestations. In recent years, University patent applications and granted has been developed rapidly, but the results of patent industrialization is not optimistic, Therefore, how to improve the problem of "university patented low conversion rate" has become the common problem that many universities face.In view of the problem of "University patented low conversion rate", this thesis start work in two ways. On the one hand, it is very necessary to assess the risk of Universities patented technologies industrialization, on the other hand, it is also necessary to deal with the risks involved, so as to effectively increase the conversion rate of university patent. Firstly, after reading a lot of literature, the appropriate analysis had been conducted, which was based on the current situation of university patent technology industry. For the problem of low-quality patents, patent administration and imperfect market mechanism imperfect, and many risks has been found in the process of patent from application to conversion; Secondly, risks had been identified, using Delphi method and risk expert investigation method, and basing on the basic principles of scientific and systematic, appropriate risk factors indicators would be determined, and these indicators would be classified, then we could get different levels of risk indicators, Then a risk assessment index system would be built in the process of F Universities’industrialization of patented technology; Then, the university patent technology industry risk assessment model would be constructed, which was combined with the characteristics of fuzzy neural network. Again, we has conducted empirical study on the effectiveness of the Risk Assessment Model, We Select F University as object of study, and use of multilevel gray analysis and fuzzy neural network method to assess the risk in the process of university’s patent technology industrialization, assessment values is 2.7767 and 0.5040, Then comparing the risk level table, the risk rating has been found, which is moderate risk. At the same time, according to the weight of each index, some strategies would be proposed, which could improve the conversion rate of patent.Thirdly, In order to assess rapidly the situation of university patent industrialization in practical application, a system had been developed. Make the Matlab as a software development platform, and Based on visualization capabilities of Matlab GUI module. And combining the method of fuzzy neural network, a GUI interface prototype system of "University patent technology industry risk assessment" has been designed.In this thesis, The risk assessment model of University patent technology industrialization has been constructed, which was combined with the characteristics of fuzzy neural network. and the model’s validity has been verified. The GUI interface prototype system of University patent technology industry risk assessment could realize the risk assessment function, In terms of risk assessment of Patents in other Universities, a tool of reference has been provided.
