Country’s development is inseparable from the education, the development of education can not be separated from teacher education, in-service teacher education is an important part of teacher education, vocational education and carry out the success or failure of directly influence the construction of team of teachers with high quality and the improvement of teachers’ quality is key factors to the success of the education reform. The author put his eyes on in-service education needs and approach of realization of middle school physical education teachers in Loudi city and randomly researched 200 people from PE teachers of urban and rural middle schools, some principals of Education Bureau and partial secondary schools.Through researching the current situation status and in-service education needs,he reached following conclusion after comparative analysis in which he adapted many methods including literature data method,questionnaire investigation,interview and mathematics statistics.1, The PE teachers of middle schools in Loudi city are relatively reasonable and their quality has achieved great improvement: the proportion of female PE teachers is enlarging gradually.The majority of them are young teachers who have strong development potential.And the structure and proportion of their education background are relatively stable to reach the standard of country and they pay much attention to improve their comprehensive quality.2, Most of the leaders and teachers have a correct understanding of in-service education.It needs to be further improved in its content, form, effect, evaluation and other aspects though it has achieved a certain scale.3, The demand for in-service education is diversified.Middle school physical education teachers in Loudi city think that there are three courses are necessary to set up: education and psychology, teaching skills and modern educational technology, sports training;the top three demands of in-service education are:teaching improvement, the ability of training, the theoretical knowledge training enhancement and the professional skills improvement; the demands of the form of in-service education are :public class observation, seminar on practical issues and academic seminar.4, After analysis the survey results,we found that we are making progress on the in-service education of middle schools in Loudi city which still have some shortages:lack of money,do not have enough power to reach the demands; the opportunity to participate in in-service education is not balanced; in-service education content is not practical; training effect assessment and the assessment system of in-service education are not sound; guarantee system is not perfect.5, Path: the functions of the government agencies to increase capital investment and unified management, improving measures and incentive mechanism, arouse the enthusiasm of the teachers; training institutions to do the research and demonstration, to carry out vocational education, improved methods and means, development of modern education technology, to ensure that the post vocational education and the diversity, school-based curriculum development office implementation of school-based training, to solve the conflict between working and learning, increase security mechanism.
