Study On The Construction Of Public Education Service System In Tianzhu Tibetan Autonomous County Of China

The 18th National People’s Congress of the Communist Party of China has stated that putting forward a balanced development of compulsory education and vigorously promoting equitable educational system. The construction of public education service system has become a key project of the public service system. Tianzhu Tibetan Autonomous County of China is a county where major population is minority and national helps are generally afforded.. Through years of exploration and practice, public education service system has been achieved basically in this county. However, due to the constraint from economic and social development condition, there are still many problems on the construction. On the basis of theoretical research, data on the construction of public education service system in Tianzhu County were collected from looking for literature, leadership speech, important policy documents, network resource statistics, and visiting some education departments, schools and other essential public services in Tianzhu County. The data were then analyzed using standard research method, experimental test method, and literature analysis method etc.In recent years, the construction of public education service system in Tianzhu County presents a comprehensive, coordinated and sustainable development tendency. It showed very good manners mainly in completing education management system, improving school condition, promoting the quality of teachers, popularizing pre-school education, balancing compulsory education, extending and qualifying high schooleducation, steadily putting forward vocational education, developing national education as priority, steadily improving the quality of education, promoting the level of information construction and significantly improving people’s livelihood and other aspects of the full implementation of the policy. However, there were still some difficulties and problems in the construction of public education service system in Tianzhu County. Firstly, the structure of teachers was not reasonable. Secondly, vocational education level is not high. Thirdly, pre-school resources were still inadequate. Fourthly, there was still a lack of development potential in national education.Considering the basis and problems of the construction, we proposed some measures (ways) to help further constructing public education service system in the county. These measures were listed below:to seize the opportunity of national policies, providing policy support for the development of education; to establish a diversified investment mechanism, ensuring the stable and sustainable development of education; to accelerate the integration of urban and rural development of education, building up one of the Pratt & Whitney equalization of urban and rural public service system of education; to focus on the schools with weak construction of education, putting forward the development of compulsory education equalization; to co-ordinate the development of all types of education, extending the service of public education; to strengthen the construction of teacher groups, playing the vital roles of teachers in the public education service system; to implement the "Internet+" plan, promoting education information; to establish a sound security system, ensuring the smooth progress in the construction of education service system.This study will help to better understand the construction of public education service system in Tianzhu County and the measures raised in this study will help to further construct the system, providing useful references for the development of public education service system in Tianzhu County.
