Long-term Education Reform and Development Plan( 2010-2020) made it clear that to improve the quality of education as the central task of education reform and development.In recent years, the quality of early childhood education has been unprecedented attention. " A good director who can makes a good kindergarten " as a consensus in the academic community. The director of kindergarten professionalism determines the level of quality pre-school education, the central and premises of professionalism is expertise. However, domestic and foreign research are less on status on the director of kindergarton expertise, and more to explore the structure of knowledge system, rarely do reach on examining the status of the director of kindergarton expertise. Withthe director of kindergarten professional standards( 2015) was enacted, the new era of kindergarten expertise put forward specific demands, means looking at the status principal professional knowledge, improve professional knowledge principal accomplishment has become the pre- reform and development of the times demand.The central purpose of this study was to investigate the status of the director of kindergarten expertise. The main steps include: First, make the Kindergarten Directors Expertise Scale.In this study, expertise system of the director of kindergarten professional standards(2015) as the theoretical model, referencing methods and techniques of Educational Testing, using questionnaires, interviews, literature review, preparation of the initial test questions after, forecasting, quality inspection, revision tests, predictive analysis steps again and so on, making an official test tool; Second, to investigate the situation of the director of kindergarten expertise. Mainly test method is experiment and complemented with interviews and observation. The researchers send to Chongqing, Sichuan, Yunnan and other places, with 350 "Kindergarten Directors Expertise Scale" recovered 321 valid questionnaires, and data analysis. While interviews six director of kindergarten, and analysis data. Third, reference U.Bronfenbrenner(U.Bronfenbrenner) human ecological systems theory, using literature method and interviews method, analysis of factors influencing the director of kindergarten level of expertise, and proposed to increase the level of expertise of reflection and suggestions.1. Kindergarten Directors Expertise Scale consists 27 items and divides the expertise into six perspectives, i.e. planning the development of kindergarten, creating educational culture, leading the nursing and education, optimizing inner management and debugging the outside environment. Moderate difficulty and good discrimination, reliability and validity make this scale be a good tool for the current expertise situation.2. The overall level of the kindergarten directors$ expertise is low and the discrepancy among different perspectives is glaring. The standard of leader knowledge is higher than educator knowledge and manager knowledge.3. Kindergarten directors$ expertise in urban area is different from those in rural areas, while the expertise that the directors grasp has no different between countryside and small city. The directors in urban area do well in planning the development of kindergarten, creating educational culture and debugging the outside environment.4. The differences between private and public kindergarten are glaring. The directors of public kindergartens do better in leading the nursing and education and optimizing inner management while those in private kindergartens do better in creating educational culture.5. Different age means glaring difference in the expertise, which presents the parabolic characteristic. The directors who are 41-50 years old hold better expertise. From the survey, they do better in creating educational culture and leading the nursing and education.6. The educational history influences the expertise glaringly. The directors who graduated from technical secondary schools and universities have higher score in the test. The directors graduated from technical secondary schools do well in the whole level of expertise and planning the development of kindergarten. The directors who graduated from universities do well in leading the nursing and education.7. There is no difference among directors who major differently.8. There are three structural type of the directors$ expertise, which named the developing youth structure, the normal experiences structure and the mature superiority structure.9. The factors include: inner space(independent personality, practice experience and reflective ability); middle space(pre-service cultivation and in-service training); outer space( the appointment and living environment).10. The suggestions for improving the expertise include: strengthening the inner space and motivating the directors$ independent personality, improving the middle supports and supplying developing knowledge; expanding the outer space and strengthening the development of the expertise actively.
