With the rapid development of China’s economy, energy consumption increases every year, but energy efficiency is far lower than developed countries, which severely limits the implementation of China’s sustainable development strategy. Therefore, the state proposed the creation of a resource-saving economic and social development goals. To respond positively to national development requires energy services industry, the State Grid Corporation requires each provincial companies to speed up energy service system construction, building covering a wide range of energy efficiency services network, building energy analysis management system.This paper outlines the design and implementation of systems analysis and management Shanxi Electric Power Company energy efficiency. First, a detailed analysis of government agencies, power companies, power users, energy services and other agencies, and the public’s demand for five users, on this basis, the master plan, architecture design, database design. And the use of components, dynamic software technology, according to the presentation layer multilayer design, application logic layer, business logic, data access layer, through the integration of enterprise application integration platform, to achieve the goal of responsibility assessment including DSM, orderly power management, demand response, macroeconomic analysis, user energy services, energy management services, energy acquisition services, knowledge management, and other system functions.Shanxi Electric Power Company energy analysis and energy-management systems fully support the business service system, complete with a marketing application systems integration, energy conservation work carried out on the whole process of management, to ensure the completion of the DSM index; through energy online monitoring and analysis services, to provide users with energy-efficient value-added services; aggregated statistical analysis of the data through various types of energy efficiency, energy conservation analysis carried out from a macro perspective, and to provide technical support for national energy conservation and demand side management.
