Research On Public Culture Service Of Qingbaijiang District Library Of Chengdu City

Now, the Party and the government pay more and more attention to public cultural service; and have introduced a series of policies that will push forward the construction of the system of public cultural service. Grassroots public libraries have became one of the most impotent battle fields that supplies public cultural service. The quality of the services they supplied determines the people’s enjoyment of the cultural rights.Form the theory of public goods and Public Library Regulation of Sichuan Province, the paper think grassroots public libraries are libraries set up by county government. They play important roles in the system of public cultural service.The paper studied Qingbaijiang District Library of Chengdu City; collected and analyzed the data of the library, as well as literature from home and abroad. The study analyzed the situation of Qingbaijiang District Library of Chengdu City, and found some problems in public cultural service, such as recourse shortage, lack of participants, low quantity and quality. The reasons that lead to these problems are as follows:the government and the society haven’t support the library enough; the people doesn’t have the consciousness to make use of joining the public cultural service; the improvement of technologies also cashes the library. The library also have some disadvantages in hardware and software facilities, internal system and human rescores.To solve these problems, the library has to strive for funds and increase the propaganda dynamics to make the people aware of taking part in public cultural service. The library also should make of full use of new technology, improve the environment of public cultural service; and improve internal control system and the management of human resources.The study will improve the quality of public cultural service the library supplies; insure the cultural right of the people; push forward the sustainable development of cultural undertakings; then promote the fulfillment of basic public cultural services to an equal level; benefit the perfection of the system of public cultural service.
