With the development of knowledge economy, knowledge-updating has becomefaster and faster. Meanwhile, the rapid development of mobile communicationtechnology and Internet technology has made mobile Internet come true. Mobilelearning, symbolized by smart phones, PDA and other mobile devices and based onadvanced3G mobile communication technology and Internet technology, has beenadopted by more and more people. Due to its convenience, mobile learning meetspeople’s lifelong learning needs. This paper designs a mobile learning system basedon Android and researches some key technologies for actual demand of mobilelearning.This paper designs and a mobile learning system by using the current advancedweb technology, combined with Java and SQL database technology. Firstly, this paperanalyzes the needs of the system and gets the system’s functional requirements byprinciples and methods of software engineering Secondly, this paper gets the casesand class diagrams of the system and the overall design of the system by using ofUML object-oriented modeling techniques. Then this paper designs function modulesand the system architecture and the system database in the outline design. The mobilelearning system has much higher requirements for video coding, so this paperresearches some key technologies of the system, including design of server of videocoding, optimization of motion estimation in video coding algorithm, structure designof video transmission module and design of RTP package H.264video media data andstrategy of QoS(Quality of Service) control. This paper also discusses the realizationof system, including the choice of the development environment, the realization ofdatabase access system and main modules and the key codes of the modules. Finally,the system is tested and the testing result of is analyzed. The testing result shows thatthe system realizes user’s requirements and targets.This system can provide friendly user interface, simple operation, and stable andreliable system, which is a reference and help to developing similar systems.
