Designment And Implementation Of The Food Production&Circulation Licensing Management System

In the year2013, our country released plan for institution reform and the function of foodproduction license approval shifted from Bureau of Quality Supervision to State Food andDrug Administration. To accelerate the reform of food and drug administration, LiaoningProvincial Food and Drug Administration took in the links of production, circulation andconsumption into supervision and in the meantime simplified the approval procedure andrelease the qualification of approving from provincial administration to municipal and countysub offices. Problems gradually appear, such as the relatively separate statistics in differentoffices in municipal bureau; staff cannot realize the online coordinating work; the approvalprocedure is not convenient; the supervision object was too big and the supervision cannot beimplemented radically and the responsibility cannot be distributed well. To address the aboveproblems, they propose to build a management platform for food production license approvalin Liaoning Province to converge the approval, inspection and daily supervision andmanagement of all of the food production enterprises in different areas together to conductunified management.This paper, based on the features of Liaoning Provincial Food and Drug Administration andcombining the practical needs and situation of the work of food and drug administration,conducts the investigation and research of food and drug administration in the hope ofaddressing the problem of share and transparency of approval and supervision informationand the problems appeared in the work flow among different departments.This system adopts B/S distributed structure which is convenient for the enterprise users touse different browsers to check the rate of progress of their service approval applicationand it is also convenient for the staff in the Food and Drug Administration to log in theintranet to check, handle the service and obtain varied statistics and analyzing information.They have expanded the common safety and function restrictions problems based on theActiveX control of MFC to simplify and avoid the Installing the deployment problem asmuch as possible. The distributed structure can guarantee the approval application, inquiry ofenterprise terminal and the check, inspection and daily supervision function and thecommunication of mobile equipment of Food and Drug Administration. The result of approval and checking, and message informing functions are relatively separated to improve the safetyand flexibility of it.This paper conducts analysis of certain major technology and functions in the systembuilding, such as NET framework, Entity Framework, WPF, WCF, GDI+used in the printing,signature and two-dimension code generating, Android application program exploitationwhich is used in the spot check and daily supervision to apply the software developmenttheory into the system exploitation process. We will also combine with the current equipmentsand the real situation of current provincial, municipal and county offices to conduct ourbuilding and implementation.This system adopts SCRUM Agile development process to help the Food and DrugAdministration get into the institutional reform as soon as possible and the successfuloperation of approval function during the period of reform. The major service functions andnon-service functions include the following ten functions, namely, user management,enterprise self-application, management of food production and circulation license, licenseand supervision management, credit and information management, Law enforcementinspection equipment applications, short message platform, signature system, theannouncement query system and governmental information publicizing system.The system described in this paper has been put into application into the LiaoningProvincial Food and Drug Administration and other sub offices like inspection body and pilotenterprises which basically meets the needs of Liaoning Provincial Food and DrugAdministration. We also hope this system could be deemed as a reference and successfulexperience in the management work of other Food and Drug Administration and in thefunction setting and working method in the administration.
