Design&Implementation Of State-Owned Assets Management System For Dalian Medical University

State-owned assets of administrative institutions is defined as the floorboard of the various economic resources which is occupied and used by the administrative institutions, but is legally owned by the state. It is the important material basis for administrative institutions to fulfill their administrative functions. State-owned assets management refers to the fulfill use of all kinds of state-owned assets, including organizing, conducting, coordinating, supervising and controlling. Specifically, state-owned assets management means to possess, utilize, and seek profits from the state-owned assets. The basic goal of state-owned assets management is to realize the value maintained and added of state-owned assets. It is one of the best tools to ensure no loss of state-owned assets, to promote social stability and economic development. It is also the necessary measures to realize the sustainable utilization of resources and the sustainable development of society, more of a significant political and historical responsibility.Through the analysis of all kinds of user roles, this dissertation concluded that the users were divided three categories that is financial user, the competent department user and administrative institution user. At the same time, through the classification and merge of these three kinds of users’business requirements, this dissertation put forward that two different versions software should be designed and implemented. The two different versions software means financial versions and administrative institution versions. The financial versions software meets the demands of financial user and the competent department user. The administrative institution versions software meets the demands of administrative institution user. The whole dissertation discussed business requirements and system logical and functional architecture of these two different versions software in detail. On the basis of J2EE software development platform and Oracle Database Management System, using component software development technology, this dissertation developed the two different versions that are financial versions and administrative institution versions. The financial versions meet the business requirements such as assets checking, assets allocation, assets disposal, assets statistical and comprehensive analysis, assets alarming management. Correspondingly, the administrative institution versions meet the business requirements such as assets registration, assets change, assets approval, assets checking, assets selecting, assets report printing, allocation(disposal) reporting, system maintenance, and assets data reporting. Finally, this dissertation demonstrates the application effect of administrative institution versions in Dalian Medical University.Dalian Medical University state-owned asset management information system developed in this paper not only provides a docking interface with the financial departments and the competent departments of the various statements, convenient information upload, supervision and management of state-owned assets has played a good role to the loss of state-owned assets to reduce and can save office cost effectively improve the management efficiency of the management staff, provide important reference the basis for the rational allocation of the state-owned assets and purchasing.
