| As the state’s utilization of archives grows in importance, both the theories and the practices have witnessed considerable progress. However, an overview from the academic perspective will reveal that the issue is yet to be studied from the file users’ standpoint. Likewise, a systematic approach to the behaviors of archives utilization is virtually absent. This paper will approach the issue with the perspective of the public, i.e. the file users. As a start, the types of file users, the purposes and ways of archives utilization by the public, and the characteristics underlying the behaviors of archives utilization will be taken into account. The methodologies employed by this paper include literature search, field study, statistics analysis, comparative analysis and case study. Empirical evidence includes case analysis and statistical data. The manners of archives utilization by the public will be studied at the practical level, followed by the unraveling of both subjective and objective factors resulting in the users’ behaviors. This endeavor is expected to unveil the barriers to the behaviors of file users and propose solutions accordingly. At the end of the paper, the author will make a bold anticipation as to the trends of archives utilization by the public, as well as the digital future of this area. |
