Research On The Management Mode Of Public Participation In Major Public Crisis Archives And Its Influencing Factors

At present,the country has successively issued certain policies and laws encouraging the development of archives and giving the social parties the motivation to take part and support in the development of archives.The outbreak of the new coronavirus has,meanwhile,motivated China to increasingly emphasize archiving work in major public crisis events.By making a thorough study on public involvement in major mass disasters,the theory can be further enriched and promote a higher sense of social archives and a strengthened relationship between public and archival authorities to promote public involvement in the management of archives.Therefore the main method of this study will be with grounded and regression analysis method and MOA as the base,summarizes public behavior features of involvement in major public catastrophe archives,identify the present public participation behaviors pattern and build a model of the influencing factor of public participation behavior based on the existing research.Based on the typical cases of Britain and the United States,this article presented a new model to optimize the public input in dealing with the major public crisis archives.Through the analysis and study of the data which obtained from provincial and municipal general archives,this paper puts emphasis on the overall public participation of management of major public crisis archives.And then,it integrates the basic theory of public participation into systemically decoding the data of the collected data and analyzing it.The six principal categories are extracted with the following ones: High Participation Spontaneous type,High Participation Inform type,High Participation Enquiries type,Low Participation Self-management type,Low Participation Inform type,and Low Participation Enquiries type.In this paper,a framework has been established to describe China’s current main crisis archives administrative model for public participation.The relationship between these six models is shown by the growing public participation.And the model of participation in public is changing as well.Based on available literature review,this article describes some policy and regulatory ideas,such as external access environment of media promotion,participation awareness,and the involvement motivation of individuals,subjects "characteristics,and the ability for growth of subjects.Based on MOA’s theory,a model for the public participation in the disaster archives management was created,and the assumptions of questionnaires were validated by regression analysis.In the investigation of the public participation on the archive of public crisis,awareness of participation,individual psychological insight,policies and regulations,media promotion,quality of the subjects and subject’s competence have a considerable positive impact,and the research results confirm that the behavior of public participation is associated with their own social responsivity and competence.In the meanwhile,it will also have to do with corresponding governmental policies and the government’s different choices for telecommunications carriers.This article is based on the theories of archive pluralism,combining a typical case of United Kingdom and United States.It proposes two optimization models which are cooperative and authorized for managing of the major archives under the public crisis and provides new direction for further improving the public participation’s zeal for the management of major archives under the public crisis.
