In the open space created by MicroBlog, once the circusee begins, its diffusion area, number of aggregation people will belarger than that in reality, and are uncontrollable in short period of time.Second, the thesis applies the theory of double effect in medical ethics into themoral evaluation in Network circusee. The clear, good, direct moral effect brought byNetwork circusee is referred as The First Effect. The "side effects" in the behaviors ofNetwork circusee, or the incidental, indirect effects are referred as The Second Effect.First of all, the double effect to the Network ecology: The first effect is a powerfulinformation updating and communicating ability. The Second Effect is the ethicaldisorder in Network ecology resulted by information pollution. Second is the doubleeffect to political ethics: The First Effect is to promote the progress of democraticpolitics, while the Second Effect is the irrational inquiry of politics that harm publicinterests. Third is the double effect to public opinions. The First Effect is the formation of powerful supervision by public opinion power, while the Second Effectis the one-sidedness of public opinions which are easy to damage judicial fairness.Last is the double effect to the social justice: The First Effect is to maintain socialjustice and to maintain social morality, while the Second Effect is the invasion ofprivacy, and its harm to personal development. Finally, the thesis points out the significance and meaning of Network circuseeas a problem of social moral construction.
