Nowadays, the major directions of the development of TV technology development and application tend to be networked and digitalized. In 2009, the digitalization process of the radio and TV station in China has accelerated apparently and the digitalization rate of the broadcast control system which exceeds the provincial level reaches the percentage over 90%. Many a TV station of the provinces or the cities has completed the network system construction of business integration. The digital and network construction of the TV station is a systematical project, which is required to follow the law of development and construction, make the plans scientifically, and build a good construction and production environment to promote the digital and network construction for the TV stations nationwide. What’s more, it is necessary to make analysis and research about the implement condition and the present situation of the digital and network construction of the TV stations nationwide and put forward the guidelines and certain plans in the light of the digital and network construction. With the technological development of radio and TV industry, the digital and network process of the TV channels is developing rapidly and orderly. It is an inevitable trend for the development of radio and TV technology to transit gradually from the AV platform that based on the traditional equipment to the IT platform of information technology based on the computer and Internet and cover several links of broadcast, storage, management, scheduling, transmission little by little and develop into an unified TV network of comprehensive business.At the end of 2011, the Sichuan Radio and TV Station moved to a new radio and Television Center. The construction project is a great project that aims to build a stable and efficient media production and transmission system. The total digital transmission system is an indispensible part of the system, as it were, is the hub of the whole transport network. Once designed unreasonably or neglected, it will influence the external output of the whole TV station signal, which will lead to an irreparable loss.This paper begins with the construction of Sichuan Radio and TV Station, and considers the stabilization of the 14 sets of Sichuan TV Station, all kinds of studio and off-site signal as the starting point to design a set of total control of transmission system of complete mirroring images, which has a set of delayed function so that the staff can have enough time to avoid the studio accidents.This paper is divided into six parts. The first chapter is the introduction of the current situation of the network and digital development of China broadcast television and the general engineering design of the new building of Sichuan Radio and TV Station. The second chapter makes the requirement analysis and preliminary design about the total control transmission system of Sichuan TV Station and makes it clear about what is needed, what preparations need to be made and make a preliminary design about each subsystem. The third chapter makes an elaborated design of the delay system in the total control transmission system. It also designs and finishes the non-compression retarder that based on the disk. The fourth chapter tells us how to solve the non-synchronization problem of the sound and picture channels. The fifth chapter tests the performance of the total control transmission system, which is mainly about each part of its signal quality and its delay system. The sixth chapter is summary of the first five chapters.
