The Research On The Model Of University Library In Public Cultural Service System

Sound public cultural service system has important significance for building a harmonious culture and constructing a harmonious socialist society. As a main place of nationwide reading, library has become an indispensable support for public cultural service system. However, because of the management system and historical reasons, the library system has been taking fragmented vertical management model. Public libraries rely on direct government financial allocations in the early stages of reform and opening up which only centered on economic construction. As a result, public libraries were ignored and developed slowly. University libraries, which belong to universities for teaching and scientific research, are more advanced than public libraries in terms of literature and service concept, but stayed in seclusion for a long time without being touched by the outsiders.Based on this, if university libraries can break barriers, participate in the public culture service system, collaborate with public libraries and complement each other, work together to build a most widespread public reading position, make libraries become good friends and assistants of the public, make reading become a good habit of the people, it is bound to provide strong support to the public cultural service system in China and make a profound impact on the future of our nation.This paper proves the rationality and necessity of the participation of university library in public cultural service system through the public product, the new public service and the library science theory. Then through the literature, comparative analysis and research, and by drawing on existing experience at home and abroad, combining with the results of field research, the author summarized proposed national university library’s participation in public cultural service system in two different modes (ie the commonwealth mode and stand-alone mode) ideas, as well as a number of specific operational mechanism under the two modes, including to build a platform for the sharing of resources; reference Department set up a large powerful combination to provide information services; joint development of local specialties literature; conduct a joint public cultural activities; total build multiple positioning library. At the same time, combining with three representative universities library’s participation in public cultural service system of the specific results in Mianyang, the author demonstrated that, in such city as Mianyang where the culture basis is comparatively weak, if the university library wants to integrate into the public cultural service system, in addition to the library’s choose of their own mode of development, the government should play a leading role, and try to give the government-led, specific channels and measures. The author hope this research can make some contribution to promote university library’s deep participation in public cultural service system.
