Torrential flood is a kind of sudden, rapid overland runoff caused by rainfall around small watershed in hilly region. Different from the general flood, it generally occurs at the places such as mountainous area, narrow creek or river and devastated stream with the characteristic of a short time and rising up and down sharply. In this case, it is easy to cause mudslides, landslides, collapses and other disasters because of its wideness, frequent occurrence, out-of-order sudden coming up, strong destructiveness and difficult prevention, flood disasters broad point multi-faceted, with a significant multiple, sudden disorderly and intense disruptive defense is very difficult. Under the influence of "5.12" earthquake, lot of geological disasters including landslides and ground subsidence cracks were triggered because of the mountain being loosened, and afterward heavy rainfall in this region. As a result, people’s lives and property were under threat. The studies about mountain flood prevention with non-engineering measures get a late start, but, the frequent occurrence of mountain torrent disasters has caused of serious economic loss and threat to people’s properties, so, it is a very necessary and urgent to do a research of it.As to this problem, first of all, this paper make an analysis of current mountain torrent disaster prevention; secondly, according to the technical requirements of the construction industry and related of mountain flood monitoring and warning system to study the application system of mountain flood monitoring and warning is investigated based on criteria issued by Ministry of Water Resources about constructive technique and technology related to the given sector. Finally, how to implement the key technology in this field also is achieved.The system can reflect regional rainfall and water level change by GIS platform and is capable of collecting real-time rainfall and water level information. Based on all of data gathered, the water situation can be known and certain warning can be issued with the help of the early warning models. More importantly, all information can be shared across departments just as required by flood control headquarters. This system plays an important role in flood prevention field.
