In view of this problem, according to thetechnical requirements and related technical specifications of the mountain torrent disastermonitoring and early warning system issued by the ministry of water resources, we carry out thedesign and development of monitoring and warning system of the mountain torrent disaster.The system can collect rainfall and water level information in real time, reflect and analyserainfall and water level changes of the area through the WebGIS system intuitively. Thenaccording to the early warning model, people can determine whether to release early warning. Inorder to provide scientific basis for disaster prevention and mitigation and disaster relief, thesystem releases early warning information to flood prevention workers and the public by Sound,graphics, text information, mobile phone text messages, radio, fax, etc.The overall architecture of the system is divided into data collecting layer, networkhardware layer, data acquisition hardware, data resource layer, application support layer andbusiness application layer. The data collection layer is mainly used to collect and transmitvarious data information; The network hardware layer is composed of network devices, servers,etc and is the hardware foundation of the system operation; The data acquisition layer is acollection of data collection service functions mainly, such as data audit, data validation,processing, warehousing, data exchange, etc;The data resource layer is the foundation ofbusiness application software system, mainly including all kinds of databases, which are used to receive and manage various data information; The application support layer mainly includes allkinds of platform to support the business requirements and function; The business applicationlayer is mainly used to collect information for various business application and provide a unifieduser interface.
