With the progress of the times, video monitoring has been applied to each field in life.There are many kinds of network signalling used in video surveillance technology. The SIP protocol is widely applied to the video surverillance industry with its unique advantages.Because of the open nature of the SIP protocol, the equipment from the different manufacturers is difficult to communicate with each other, the monitoring system is also very difficult to be expanded. The problem of system caused by the standard of SIP protocol can’t be timely solved.According to the problems, the design presents a video surveillance server system model based on the standard SIP protocol. Through the study of existing video monitoring system architecture, master the basic composition of video monitoring system. This paper briefly introduces the SIP protocol and other related transmission protocols and technology, and focus on the analysis of the architecture and method of OSIP protocol stack. In this design, the sever system adopts SIP protocol, which can be more conducive to the expansion of video monitoring system. the system can qucikly analysis the problem caused by the standard issue of sip protocol. So the software in the design contain these main functions: monitoring control,media transmission and the standard testing function, user management and system settings that is common for the general system. This paper complete the design of video monitoring server based on the above aspects, finally achieve the test for the basic function.The design runs over windows platform, is finished by C++ language through VC 6.0editor and OSIP open source protocool stack. The basic function of this system can realize successfully through the test. The idea of this system design is very novel, and it has a very important significance to study.
