Vessel Traffic System is a water transport management electronic application system integrated by multi-technology, undertaking the important tasks of supervision and management of water transport, emergency response in unexpected events and relief in major hazards. At present, our country has not grasp the core technology of VTS system and has difficulty in forming related industry that causing the key equipments of VTS are imported from abroad in all the waters that have been built. This not only limits the development level of our country’s VTS industry, but also has a serious threat to our country’s information security. Therefore, in order to break the long time monopoly of foreign enterprises in the industry, the localization of the VTS is imperative.This topic comes from the project of "Study on information technology of Ministry of transport" undertake by National Engineering Research Center of Maritime Navigation System (Contract Number:2014364X15080), the project’s target is to advance the localization process of VTS and solve two key technological problems about the process and display of information in VTS. The thesis mainly completes the design and implementation of the overly display system between radar video image and electronic navigation chart. The development environment of Visual Studio 2008 is used to realize the extraction of radar target data and accurate display on the electronic navigation chart through a lot of programming work. At the same time, completing the entire design of the interface, achieve the control for display status of the system through the controls.Firstly, the article has a whole structural design of the system. Then, having a deep study for S-57 "digital hydrographic data transmission standards" and S-52 "electronic navigation chart content and the standards of display", through the software programming to convert the ENC data to local format SENC data. Through the parse of SENC data, combined with the specific coordinate transformation algorithm, S-52 symbol database, GDI and other key technology to complete the background display of the electronic navigation chart. Then, introduce the specific realization process of the raw radar video display in detail, In this process is mainly for filtering, shoreline shield and data compression processing, by the way of socket programming to complete the real time and accurate transmission of radar video data in network and complete the decompression, high speed and efficient coordinate transformation in the terminal, by the double buffer drawing technology to realize the real time and flicker free display of radar video images. Coordinate transformation plays a key role in the process of overlaying. Finally, the specific software overlay process of radar video image and electronic navigation chart and the display results and analysis are given, the entire article is summarized. The study results can help break the technical monopoly of foreign VTS manufacturer and realize the system’s display of electronic navigation chart and radar video images apart from their assorted equipment. |
