Tele Communication System(TCS) is a distributed network which is composed by hundreds of sets of dedicated communication equipments. For a long time, TCS lacks the ability and tools of network management, so a powerful network management system is needed to achieve intelligent and scientific network management.In recent years, the technique of communication is developing rapidly, which makes the communication network, service, application changed greatly, and pushes forward in the technology and theory of network management. Based on the emerging technology, we construct the Intelligent Supporting Platform(ISP) to improve the active business-oriented management and the quality of user-oriented service and the efficiency of the network.This paper describes in detail the development process of intelligent supporting platform. First, study the status of the application of NMS(Network Management System)and the related key technologies, fully investigate to explore the feasibility of the system construction. Subsequently collect demand for fully analysis, formed a final demand list. Then, design the overall system architecture、business process、function module, database specifications. Upon completion of the detailed design, implement ISP. Test and deploy system at last.The specification is observed and the quality process is controlled during the development process, by a series of test activities and experiments, The system function of the ISP meet the user’s request for their actual use finally. Currently, the platform has been completed and put into use, and achieved good results in use.
