| E-government procurement, can effectively improve the efficiency of their work, can also save the cost of purchasing and facilitate some of the suppliers and procurement unit. Therefore, the establishment of one-stop service in government procurement network platform, will become the future direction of government procurement.Traditional government procurement website features are limited, usually speaking, they only have this feature such as online bidding or some other simple information. Through a series of post-analysis, this thesis not only points out existing shortcomings of these sites, for the government procurement-related needs, but also proposes appropriate methods and strategies to build government procurement platform. The main idea is to put all the work on the procurement chain on the Internet. To achieve truly be a one-stop service through the network platform, the procurement unit and its suppliers are able to stay at home and can easily complete the procurement. Since each sector procurement chain has its system of their application, it is not only a waste of human and material resources, but also a waste of time. So the development of the platform can be divided into two parts: one is based on a J2 EE technology development Government’s procurement system, which contains information online bidding and procurement centers of publishing and online office functions; the other is the use of integrated technology-based J2 EE platform service-oriented systems, including all the applications on the procurement chain and government procurement systems together. At present, the application of the system is not all built on the same platform, while different applications are in different programming and different databases. However, Web Services technology solve the problem, which is based on the number of open protocols on any language to be used for the development. It is easy to achieve on a number of different platforms by their effective application system integration. Therefore, on the use of Web Services technologies, this article gives a platform framework, all the applications are packaged as services at the application level, so that some other application systems will be able to access services and interact with each other.This article breaks through the limitations of traditional government domestic procurement website, so the government procurement has become more humane and also improve the efficiency of its work, one the other hand, for regulatory departments and supervision departments, it provides a strong evidence to refine budget for the government’s macroeconomic policy-making. A year by running the test of time, the system is running well, it proves that the designed zone government procurement platform on its usability and architecture are feasible.. |
